AGENDA ITEM
TO:

HONORABLE MAYOR

AND MEMBERS OF THE CITY COUNCIL
FROM:

CARL CHARLES

INTERIM POLICE CHIEF
SUBJECT:

RESOLUTIONS AMENDING THE AUTHORIZED PERSONNEL SUMMARY AND THE FY 2022-23 ADOPTED BUDGET TO FUND 35 SWORN POLICE POSITIONS Summary:

After receiving and filing the Organizational Assessment of the Police Department report, prepared by Matrix Consulting Group, at the October 11, 2022 City Council Meeting, the Council directed staff to prepare a report to supplement the Police Department’s budget to fund 35 sworn police positions.

Based on Council direction, staff is recommending that two Police Recruit positions be reclassified to two Police Officer positions.

Recommendations:

1. Adopt a resolution, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA,

AMENDING THE ADOPTED PERSONNEL SUMMARY BY DEPARTMENT FOR FISCAL YEAR 2022-23 RECLASSIFYING TWO SWORN POLICE OFFICER POSITIONS

2. Adopt a resolution, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA,

AMENDING THE ADOPTED BUDGET AND AUTHORIZING BUDGET APPROPRIATIONS FOR FISCAL YEAR 2022-23
Fiscal Impact:

The reclassification of two Police Recruit positions to two sworn Police Officer positions would result in an annual increase in the Police Department patrol budget of approximately $62,747.36 in FY 2022-23 and estimated at $80,684.71 for FY 2023-24. This includes salary, benefits, estimated CalPERS unfunded accrued liability (UAL) impact and estimated direct overhead impacts for CITY OF SIGNAL HILL Page 1 of 3 Printed on 10/20/2022

CalPERS unfunded accrued liability (UAL) impact and estimated direct overhead impacts for operations and maintenance. Adding an additional officer to the daily shift schedules may reduce overtime costs but is unknown at this time. If overtime cost savings are not sufficient to fully fund the reclassification of these positions, the General Fund unassigned fund balance will fund the additional appropriations.

Based on the proposed hiring schedule, the fiscal impact for FY 2022-23 is estimated at filling the position during the last six months of the fiscal year as follows:

FY 2022-23 Reclassification Recruit Police Officer Increase Salary & Benefits $115,911.79 $142,847.92 $26,936.13
CalPERS UAL $6,668.08 $8,142.66 $1,474.58
Direct Cost Impact $12,750.30 $15,713.27 $2,962.97
Total one Police Officer $135,330.17 $166,703.85 $31,373.68 Total two Police Officers $270,660.34 $333,407.70 $62,747.36 Total two Police Officers - six months $31,373.68
The FY 2023-24 Budget will be adjusted during the annual budgeting process.

Strategic Plan Objectives:

Goal No. 2: Ensure public safety is high priority.

Goal No. 5: Ensure an enhanced quality of life for the residents.

Background and Analysis:

The Police Department is currently budgeted for 33 sworn Police Officers and two Police Recruit positions. As currently constituted, the Police Department cannot fill the Police Recruit positions unless it has prior knowledge of a pending retirement and/or separation from the Department. Since the hiring process for a Police Officer can range anywhere from 4 to 6 months, the Police Recruit positions are of little use, and routinely go unfilled.

On October 11, 2022, Matrix Consulting Group presented the Organizational Assessment of the Police Department report to the City Council. After discussion, the Council received and filed the report and unanimously directed staff to return with a report to supplement the budget to fund 35 sworn positions.

The additional sworn police officer positions will allow the Department to add an extra patrol officer to shift schedules, which should reduce overtime, increase officer proactivity, and allow for more community outreach and engagement.
