Background and Analysis:

With the passage of the California Fair Wage Act of 2016, the State’s minimum wage increases on an annual basis until reaching $15.00 per hour in 2022. On July 27, 2022, the California Department of Finance Director certified that based on the annual inflation rate from July 1, 2021 to June 30, 2022, under Labor Code section 1182.12(c)(3)(A), the State’s hourly minimum wage must be increased, effective January 1, 2023, to $15.50 an hour (regardless of the number of workers employed by an employer.)
Calendar Year Minimum Wage
2017 $10.50
2018 $11.00
2019 $12.00
2020 $13.00
2021 $14.00
2022 $15.00
2023 $15.50
Based on the current Part-Time Salary Schedule effective July 2, 2022, five (5) classifications contain pay steps that will fall below the 2023 minimum wage requirement (Attachment A) by $0.01/hour.

These are Intern, Library Aide, Maintenance Helper, Police Aide, and Recreation Leader. Of these five classifications, only three (3) classifications are currently in use: Library Aide, Recreation Leader, and Police Aide.

Staff recommends implementing the Schedule effective January 1, 2023, as required by the State of California and as proposed in the attached Resolution.
