Proposal for the Signal Hill Maintenance Yard-Fuel Canopy Replacement Project Dear Mr. Bekele:
Moffatt & Nichol (M&N) appreciates the opportunity to submit this proposal to provide professional structural engineering design services for the Signal Hill Maintenance Yard-Fuel Canopy Replacement Project.
The City of Signal Hill Maintenance Yard is located at 2175 28th Street, Signal Hill, CA and includes an existing fuel canopy, circa 1982, that is structurally deficient and will be replaced with a design meeting current California Building Code (CBC).
Previously, the city had progressed the replacement canopy plans, specifications, and estimate to the 60% level following the 2016 edition of the CBC. The 60% design package will be provided to M&N, including the plan CAD files, design calculations, specifications, and estimate, and M&N will advance the 60% design plans, calculations, estimate, and specifications to 95% and final design level in accordance with CBC 2022.
M&N will employ the assistance of the following subconsultants:
1. Diaz Yourman & Associates (DYA) for geotechnical design services.
2. Absolute Consulting Engineers (ACE) for electrical design services.
The scope of this proposal is limited to the structural, electrical, and geotechnical design only. It does not include any of the following:
1. Survey of the site
2. Architectural design
3. Mechanical design
4. Phasing, staging, laydown plan, and access plan
5. Fire access plan
6. ADA improvements of the site
7. Utility potholing
8. Permit support and fees
9. Environmental reports
10. Bid solicitations, award of contracts, or inspection services
11. Division of the State Architect (DSA) review
12. As-built plans
13. Drainage plans (covered by Construction BMPs, no change in runoff)
14. Public outreach meetings

2 SCOPE OF WORK
TASK 1: PROJECT MANAGEMENT
M&N will provide the following project management, administration, and coordination services:
• Coordinate and lead kick-off meeting and up to two online progress meetings. • Coordinate the design team to perform subsequent tasks. • Prepare and submit monthly summary progress reports and invoices.

TASK 2: PLANS, SPECIFICATIONS AND ESTIMATE (PS&E)
Task 2-1. Prepare 95% PS&E
• Collect and review the previous calculations, plans, specifications, and estimate. • The existing canopy foundation will be abandoned in place and new supports will be designed (matches 60% design).
• Geotechnical design parameters will be based on the geotechnical investigation and recommendations performed and prepared by DYA. See Attachment “B” for geotechnical scope of work.
• Update PS&E to the current City Building Department code requirements (i.e., CBC 2022). • Update PS&E technical specifications in accordance with CSI or Greenbook format. • Update the itemized probable construction cost estimate with quantity take offs and current unit cost data and pricing.

DiazxYourman & Associates (DYA) is pleased to present this revised proposal to provide geotechnical services for the subject project. This revised proposal is based on our review of your email dated October 7, 2022, and our discussions. DYA performed a geotechnical investigation and prepared a geotechnical report (Report) dated October 9, 2018. Now we understand that the City of Signal Hill (City) is moving forward with the Fuel Canopy Replacement Project that was originally designed in 2018. Moffatt & Nichol requested us to update any geotechnical recommendations provided in the Report to comply with current code and standards. The Report was completed in 2018 and was based primarily on American Society of Civil Engineers/Structural Engineers Institute (ASCE/SEI 7-10), California Building Code (CBC, 2016), Caltrans Standard Specifications (2015), Caltrans Corrosion Guidelines (2018) and Greenbook Standard Specifications for Public Works Construction (2018).
The following sections noted in Table 1 of the Report will be updated in an Addendum No.1:

We propose to provide our design services (provide an Addendum to the Report) on a lumpsum basis for a fee of $6,000 in accordance with the attached agreement. Future services will be provided on a time-and-expense basis in accordance with our attached Schedule of Charges.
The fee is based on the following assumptions:

x Minimum of two weeks should be given to provide an Addendum to the original report dated October 9, 2018. This Addendum will be a letter type format. x CBC 2022/ASCE 7-22 seismic parameters will be provided. But no site-specific ground motion analyses will be performed. If needed, then additional budget should be provided.
x An electronic copy of the Addendum will be provided.
