CITY OF SIGNAL HILL

STAFF REPORT
2175 Cherry Avenue • Signal
Hill, California 90755-3799

AGENDA ITEM
TO:

HONORABLE MAYOR

AND MEMBERS OF THE CITY COUNCIL
FROM:

SHARON DEL ROSARIO

ADMINISTRATIVE SERVICES OFFICER/FINANCE DIRECTOR
SUBJECT:

CONTRACT SERVICES AGREEMENT WITH COLUMBIA TELECOMMUNICATIONS

CORPORATION, DBA CTC TECHNOLOGY AND ENERGY (CTC), FOR HIGH-SPEED

BROADBAND INTERNET AT THE SIGNAL HILL PUBLIC LIBRARY (LIBRARY) Summary:

The City Council will consider entering into a new Contract Services Agreement with CTC, for highspeed broadband internet at the Library.

Recommendation:

Authorize the Interim City Manager to enter into a two-year agreement with three additional one-year extension options with CTC for high-speed broadband internet at the Library for a not-to-exceed amount of $70,000 for the initial two-year term of the contract, in a form approved by the City Attorney (Attachment).

Fiscal Impact:

The cost for the highspeed broadband internet at the Library is $35,000 annually, which includes all applicable taxes, surcharges, and fees; however, CTC applies for reimbursements from the federal E -Rate funds, which substantially lowers the annual cost incurred by the City. While the contract amount reflects the total cost without the reimbursements, historically the actual cost is typically approximately $26,000 or less annually, which is allocated in the Community Services Department budget (Account No. 100-81-5400) for Fiscal Year (FY) 2022-2023, and will also be part of the proposed FY 2023-2024 budget.

Should the total cost of the services reflect the contract amount, the City will reallocate funding within the approved budget to cover the cost of the service.

Goal No. 5: To ensure an enhanced quality of life for residents.

Background:

The Corporation for Education Network Initiatives in California (CENIC) was founded to serve universities and colleges in California. It has since expanded to include research institutes, public schools, and public libraries. California public libraries have been eligible to join the network since 2014. There are currently 129 public library jurisdictions that have the service or are in the process of connecting to it. Libraries already using the service include Long Beach Public Library, City of Commerce Library, Covina Public Library, Whittier Public Library, and Downey City Library.

Since August 2019, the Library has provided the public with access to the CENIC California Research and Education Network (CalRen) network, a high-speed broadband fiber optic internet designed to meet the needs of more than 20 million users, students, educators, researchers, and others working in California’s vital public-serving institutions. CENIC advances education and research statewide by providing a world-class network essential for innovation, collaboration, and economic growth.

Analysis:

Earlier this year, the California State Library selected CTC to implement the CalRen network to local libraries across the State. As such, the City will need to enter into an agreement with the new vendor to secure services.

CTC delivers independent financial, strategic, and technical, guidance to public and non-profit entities, including state and local governments, non-profit consortia, universities, and cooperative and municipal utilities including the states of Connecticut, Kansas, New Mexico, Ohio, and Texas, the One Maryland Broadband Network, the Massachusetts Broadband Institute, the U.S. Department of Homeland Security and the National League of Cities.

CTC will continue to apply for reimbursements from the federal E-Rate funds and California Teleconnect Funds (CTF) on the City’s behalf. Up to 90% of the monthly charges will be reimbursed to the City under formulas currently used for E-Rate and the CTF. These funds provide subsidies for schools and libraries offering Internet services to underserved areas. The City has received a 90% discount since December 2020.

Staff is recommending that the City enter into a new Contract Services Agreement with CTC to provide the CENIC high-speed broadband internet to the Library until June 30, 2024. The agreement and the annual budget provide for the CENIC broadband internet.
