Goal No. 4: Maintain and improve the public infrastructure.

Background and Analysis:

In July 2020, the City of Long Beach, adopted a resolution certifying an Environmental Impact Report (Attachment A) for development consisting of three buildings totaling 160,673 square feet on a 7.5- acre site located on the southwest corner of Spring Street and Orange Avenue. Although the construction of the structures is located in the City of Long Beach, the Environmental Impact Report identified general street improvements to be implemented on the southeast corner of Spring Street and Orange Avenue to improve the performance of the roadway based on the number of cars and the delay that vehicles experience on that roadway, commonly known as Level of Service. The proposed street improvements on the southeast corner are located in the City of Signal Hill. A Technical Advisory Committee that consisted of planning and public works staff from the City of Long Beach and City of Signal Hill was formed to finalize the proposed off-site improvements for the project.

The street improvements on the southeast corner of Spring Street and Orange Avenue commenced in mid-2022. The scope of work includes addition of a dedicated right turn lane east bound on Spring Street which will offset the sidewalk further east to create a continuous pedestrian path. It was required of the developer Prologis, formerly Duke Realty, to implement these improvements by coordinating with the land owner, Signal Hill Petroleum, Inc. on the east side of Orange Avenue to dedicate a portion of property to construct a sidewalk and create a pedestrian easement on southeast corner of Spring Street and Orange Avenue.

To satisfy the property dedication requirement, the property owner will dedicate a strip of land, 7 feet in width, along the westerly property line for sidewalk purposes on Orange Avenue. The areas of dedication are described on Exhibit “A” of the Dedication Resolution. Additionally, the City is accepting an easement for two sidewalk areas east of the proposed dedication. The sidewalk easement is identified on the Easement Resolution as Exhibit “A” and Exhibit “B” with easement areas of 239 sq-ft and 162 sq-ft, respectively. Both the dedication and sidewalk easement documents were prepared by a registered land surveyor authorized to perform land surveying work and are being offered for acceptance by the City.

The California Streets and Highways Code Section 1806(b) requires the City to accept by resolution the dedication and sidewalk easement of any real property to be used for public right-of-way purposes. If the City Council accepts the dedications and sidewalk easement, the property owner shall be instructed to execute and record grant deeds at the Los Angeles County RegistrarRecorder/County Clerk’s office and provide a copy of the recordation to the City.
