STAFF REPORT
2175 Cherry Avenue • Signal
Hill, California 90755-3799

AGENDA ITEM
TO:

HONORABLE MAYOR

AND MEMBERS OF THE CITY COUNCIL
FROM:

CARLO TOMAINO

CITY MANAGER
SUBJECT:

AWARD OF CONTRACT - FIVE-YEAR STRATEGIC PLAN
Summary:

The City of Signal Hill’s most recent Strategic Plan covered the years 2015-2019. The City Council previously directed staff to issue a Request for Proposals to select a consultant to work with elected officials and staff to develop a new strategic plan covering 2022-2027. While the selection process occurred last year, the contract award was delayed by six months due to the need to recruit a permanent City Manager. Given this delay, the five-year strategic planning period will now cover the period from 2023-2028. As part of the selection process, the City received four (4) proposals and interviewed the three (3) highest scoring consultants. After interviews, staff is recommending the selection of Moss Adams LLP to complete the project.

Recommendation:

Authorize the City Manager to enter into a Professional Consultant Services Agreement with Moss Adams LLP for a total not-to-exceed amount of $41,800 for a one-year term, in a form approved by the City Attorney.

Fiscal Impact:

The proposed agreement includes a total not-to-exceed compensation amount of $41,800. Sufficient funds are available in the Fiscal Year (FY) 2022-23 Operating Budget (Account No. 100-44-5400).

Strategic Plan Objectives:

Goal No. 1: Ensure long-term fiscal stability.

Goal No. 2: Ensure Public Safety is a high priority.

Goal No. 3: Promote a Strong Local Economic Base.

Goal No. 4: Maintain and improve the Public Infrastructure.

Goal No. 5: Ensure an Enhanced Quality of Life for the Residents.

Goal No. 6: Promote a Transparent and Open Government.

Background:

A Strategic Plan is a key planning document that guides and focuses the City’s ongoing efforts to provide high-quality municipal services. One of the goals of a strategic planning process is to identify key priorities to make the best use of existing staff and capital resources; the goal of a strategic plan is to better facilitate the coordination of municipal services across departments. The strategic planning process also enables the City to take an introspective look at its strengths, weaknesses, opportunities, and constraints. This iterative process enables the City to better understand how to best leverage its positive attributes and prepare for circumstances that may challenge the City’s ability to provide services. Overall, the Strategic Plan provides overarching policy direction to staff that prioritizes community values and directs efforts in a structured fashion.

Last year, staff issued a Request for Proposals (RFP) to complete a Five-Year Strategic Plan. As part of the RFP, the City requested the following deliverables to ensure the updated Strategic Plan serves the City’s needs and prioritizes the following goals:
· Creating a shorter Strategic Plan document that includes:
o Mission Statement.
o Vision Statement.
o Goals/Broad implementation strategies for achieving goals. · Developing a Strategic Plan that is practical and functional. · Developing a Strategic Plan that is usable for the City Council, staff, and the community. · Developing a Strategic Plan that clearly establishes City Council priorities and department workplans.

Analysis:

Staff received four (4) proposals, which were reviewed and rated by a three-person committee, consisting of the former City Manager, Deputy City Manager, and Economic Development Manager.

The Selection Committee rated each proposal based upon the following criteria:

Initial Evaluation

1. Project Approach and Understanding (Weight 50%)

2. Qualifications and Relevant Experience (Weight 25%)
· Years in business and qualifications of individuals and team · Experience providing similar services to local government agencies

3. Cost Proposal (Weight 25%)
· Costs for providing the proposed scope of services

FIRM COST PROPOSAL
RGS $21,736
Leader Gov $28,050
Moss Adams LLP $30,000
People Rocket $58,000/$83,000
Based on the initial evaluation, the top three firms were invited for a Zoom video interview. The top three firms were Leader Gov, Moss Adams LLP (Moss Adams), and People Rocket.

Secondary Evaluation
The secondary evaluation consisted of a Zoom video interview; the weighted criteria for the interview was one-hundred percent. The Selection Committee interviewed Leader Gov, Moss Adams, and People Rocket and determined Moss Adams to be the most qualified firm to complete the strategic plan based upon the following criteria:
· Demonstrated understanding of the scope of work.
· Previous experience in completing similar studies for other cities. · Demonstrated high level of competence, knowledge, and expertise in strategic planning. · Demonstrated comprehensive stakeholder engagement to include feedback from multiple perspectives and groups.
· Demonstrated collaborative approach to consensus building.

As noted previously, while the selection process took place last year, the City Manager reviewed the results and determined that Moss Adams remains the most qualified firm to facilitate this project.

Moss Adams has significant experience working with various municipalities to develop strategic plans. The proposed project team has distinguished itself by successfully working to facilitate, prepare, and implement strategic plans over many years.

The scope of work for the project includes full coordination of the strategic planning process; interviews with the City Council, members of the Executive Team, and key community stakeholders (Exhibit A to the Agreement). Moss Adams will also coordinate a staff survey and community workshops to gain additional feedback that will inform the Strategic Plan. Staff believes these additional engagement efforts will create a Strategic Plan that best represents community priorities and establishes a foundation for successful implementation.

The estimated timeframe to complete the strategic plan is four to five months; staff’s goal is to align the strategic planning process with the budget adoption process scheduled later this calendar year.

The proposed timing would enable the City Council to approve budget decisions consistent with the updated Strategic Plan. Lastly, the strategic planning process would also result in the development of an Implementation Plan which provides staff with clear direction regarding department priorities and uses key performance indicators to measure progress.
