adjustments necessary to complete the work. To cover the additional costs in excess of the original contract value, a change order to utilize the contract contingency was included on the March 28, 2023, Contract Amendment Register. The balance remaining in the Pavement Management budget totals $296,032 as shown in Table 1 below.
The Project utilized County Measure R and Proposition C funds as designated in the FY 2022-23 Capital Improvement Program budget. Measure R and Proposition C funds were prioritized due to expenditure deadlines associated with these funding sources.

Strategic Plan Objective:
Goal No. 4: Maintain and improve the public infrastructure.
Background and Analysis:
In February 2022, Bucknam Infrastructure Group, Inc. updated the citywide Pavement Management Plan (PMP), which recommended maintenance and repair strategies to maintain and improve the overall Pavement Condition Index (PCI) of the City’s streets. On October 25, 2022, the City Council authorized the award of contract for the 2022-2023 Slurry Seal Program (Project No. 90.23003) to AASI in the amount of $122,470 plus 10% contingency. The project included crack sealing, slurry sealing, concrete cross-gutter, striping, and pavement markings within the project limits, which included portions of Lewis Avenue, Lemon Avenue, Cerritos Avenue, and Orizaba Avenue (Attachments A and B). AASI has completed Project No. 90.23003 in conformance with the plans and specifications. Therefore, staff is recommending adoption of the proposed Resolution declaring final acceptance of the project.
