GUNDRY RESERVOIR ROOF REPLACEMENT & INTERIOR COATING 3
03 PLAN FOR SERVICES
Project Understanding
The City of Signal Hill (City) has requested professional engineering services to design a new roof structure for the 5-million-gallon Gundry Reservoir and address the interior coating of the reservoir, ventilation issues, and access to the reservoir. In addition, the RFP calls for additional design to address the roof structure of the adjacent sand basin structure.
Ardurra will not only address the requirements of the RFP but also offer approaches for the City’s consideration as it relates to possible short-term solutions for addressing the roof if cost becomes a concern and a strategy to address the sand basin structure roof. The project’s goals are to replace the reservoir roof to maintain structural integrity and improve the operability of the reservoir.
Leading up to this project, Ardurra, with strong input from our teaming partner Kelsey Structural, performed a structural assessment of the existing reservoir roof to document the current condition and determine the feasibility of repair options compared with a complete roof replacement. The result of this effort was a structural technical memorandum (tech memo) that helped the City develop this RFP and seek solutions to help fund the project. Our project manager, Mark Lewis, shared with the City a creative opportunity that he was able to deploy in Fountain Valley to have the City’s General Fund participate by lending money to the Water Fund. This strategy can provide for funding this important project while providing loan revenue to the City from payments made by the Water Fund back to the City’s General Fund.
Based on our understanding of the project scope of work combined with the findings of the structural assessment, it has been determined that a complete replacement of the Gundry Reservoir roof structure should be performed due to substantial corrosion of the existing structural steel roof framing and limited remaining useful life of the light-gauge cold-formed steel roof cover.
The following items summarize the improvement
recommendations:
Demolish the existing structural steel roof framing
and light-gauge cold-formed steel roof cover on
the reservoir and replace with an aluminum roof
cover supported by stainless steel columns and
concrete footings.
Provide adequate roof ventilation based on the
reservoir inflow/outflow and size.
Provide updated access hatches and ladders
Evaluate and recommend interior wall condition
improvements that address existing deficiencies,
apply the best standard of practice approach, and
are cost sensitive to budget.
Inspect and repair irrigation and improve grading
in southwest quadrant of the reservoir to prevent
water ponding.
Ardurra is also aware and sensitive to the City’s desire to have construction of this project underway as quickly as possible.
As such, Ardurra has developed a schedule for design that will deliver a bid package in a timely manner. We have also developed a draft of what we feel is a reasonable approach to construction considering lead time for materials and project start-up. The schedule is included at the end of this section.
Structural Services
The Gundry Reservoir roof replacement and associated repairs will:
• Extend the remaining useful life
• Improve the seismic performance
• Limit potential risks of failure
• Help the reservoir remain operational as part of the City’s Water delivery infrastructure
A structural assessment and concise construction contract documents are essential to identify potential deficiencies that may compromise the reservoir’s structural integrity and ensure

the design and construction schedules are delivered on time and within budget. To complete the structural assessment and design, Ardurra has teamed with Kelsey Structural
(KS), which specializes in water and wastewater structural design, emphasizing reservoir assessment and rehabilitation.
Ardurra has previously worked with KS on reservoir structural rehabilitation and roof replacement projects, and we are confident this team will provide the necessary resources and expertise to complete the reservoir assessment and design and exceed City expectations.
KS will utilize its experience and expertise in water reservoir rehabilitation to perform field reconnaissance, assessment, and structural analysis of the reservoir to identify damaged or deficient elements that require repair or replacement before the roof replacement. This comprehensive approach ensures that both condition and applicable code deficiencies are identified so that appropriate improvement recommendations can be made that will extend the remaining useful life of the reservoir where possible within the project scope and budget.
Applicable Scope and Project
Approach
Field Reconnaissance and Assessment Memo
The field assessment will consist of visual observations of both the exterior and interior condition of the reservoir and sand basin structure. KS will perform an exterior walk-around inspection and a floating inspection to document the condition of the structures fully. The floating inspection is critical to assess the roof framing members’ condition and the reservoir walls’ top. Typically, reservoirs experience the most corrosion and deterioration above the water line in the “vapor zone,” where moisture and oxygen conditions create the ideal environment for corrosion. For this project where the roof will be replaced, the floating inspection is important to document the top-of-wall condition and other existing conditions to remain so that necessary repair recommendations can be made before the new roof installation. Prior to the floating inspection, we will provide the City with a proposed inspection plan.
The field assessment results will be provided in a technical memorandum documenting the assessment findings and
associated improvement recommendations. The KS and
Ardurra team performed the prior roof assessment, which was summarized in a condition assessment tech memo; therefore, our project knowledge and experience will expedite this process and provide refined recommendations based on
additional information found during the floating inspection and continued discussions with the City.
The assessment report will focus on the following elements:
• Documenting the condition of the reservoir and sand basin structure and its components where observable
• Documenting the structural and seismic analysis results where applicable and identifying structural elements not in compliance with current codes.
• Providing appropriate repair, retrofit, and maintenance recommendations to address assessment findings.
• Providing Opinion of Probable Construction Costs for
recommended improvements.
Structural and Seismic Analysis
Structural and seismic analysis of the reservoir will be provided along with the field assessment to identify and remediate design deficiencies alongside condition repairs. Even though this project does not include or require a seismic retrofit of the existing walls and foundations, an analysis will be performed for these existing reservoir key elements to identify deficiencies and establish an existing condition baseline for comparison with current code requirements. Aging reservoirs designed under older codes do not necessarily meet today’s stringent requirements; however, some improvements can be made simultaneously with other structural repair work where critical to overall performance and feasible based on budgetary constraints.
The seismic analysis of the reservoir will be performed following the requirements of CBC 2022 and current environmental concrete codes, which are based on a two-degree of freedom system (2 DOF). The analysis model is shown in the figure on the next page.
This model approximates the seismic loading due to impulsive (water inertia) and convective (sloshing) forces that occur during an earthquake.
C I T Y O F S I G N A L H I L L
GUNDRY RESERVOIR ROOF REPLACEMENT & INTERIOR COATING 5
These loads are coupled with typical gravity and hydrostatic loads and applied to the tank wall and foundations. In general, the following structural elements are analyzed to identify any code deficiencies:
• Tank wall, foundation, and wall to foundation connection • Roof framing
• Roof to wall connection
• Uplift and Overturing Stability
• Freeboard and Sloshing Wave Height
Structural Design Approach and Deliverables:
The structural design approach for the Gundry Ave reservoir will include the following:
• The demolition of the existing roof structure
• Repairing of the existing structural elements to remain • Installation of an aluminum roof cover supported by
stainless steel columns and concrete footings
A new aluminum roof cover will be fully coordinated and detailed on the structural drawings. Aluminum roof covers are lightweight, low maintenance, and provide an exceptional life expectancy of 50-plus years. Several manufacturers of these systems specialize in potable water reservoirs (CST, others). KS has experience in many aluminum roof replacement projects and understands the importance of coordination with the manufacturer at the design phase to ensure successful installation during construction on time and within budget. The aluminum roof cover will have an adequate slope to promote adequate water drainage. Stainless steel columns over concrete footings will support the aluminum roof cover.
The concrete footings will be designed to withstand the governing wind uplift forces and installed on top of the existing floor slab to minimize excavation. Access platforms, hatches, guardrails/fall protection, and roof vents will be coordinated with the manufacturer and the City during the design phase.
Adequate ventilation will be provided for the reservoir, including multiple vents, as outlined in the RFP. Access platforms, multiple access hatches, exterior stairs or ladders, fall protection, and interior ladders will be coordinated with the City’s operational needs and expectations. The new access hatches will be sized for the continued use of the City inspection boat housed adjacent to the reservoir.
Structural and seismic analysis retrofit recommendations deemed necessary and within the City’s available budget will be discussed with the City and incorporated into the structural design. Based on selecting an aluminum roof cover, the new roof weight will be considerably less than the original wood-framed roof weight or the current steel-framed roof weight. Therefore a seismic retrofit may not be triggered for this project. However, a lower maximum operating fluid level may be recommended to provide adequate freeboard distance
from the top of the operating level to the underside of the new roof framing. It will be coordinated with the City operations before implementation. At a minimum, the new aluminum roof to the existing wall connection and associated strengthening to achieve this connection will provide an adequate seismic load path of the new roof to the existing wall occurs for proper seismic performance of the roof structure.
Interior Coating
Coatings or linings are typically not required for overall concrete water reservoir performance or by DDW or for water tightness, assuming the concrete is in good condition and regular maintenance has been performed. However over the life of many reservoirs, coatings are applied similar to Gundry Ave., and upon deterioration repairs or replacement is required. Costs for existing coating removal, the necessary surface preparation, and the recoating process can be very costly and beyond the current budget of this project; therefore, at this time and where possible, minimum requirements will be assumed with the option for additional and or complete recoating to be determined upon the available budget and coordination of priorities with the City.
C I T Y O F S I G N A L H I L L
GUNDRY RESERVOIR ROOF REPLACEMENT & INTERIOR COATING 6
Based on a review of the DIVE CORR video and photos, the interior coating of the Gundry Ave. reservoir has sustained severe delamination, blistering, bubbling, and bond failure throughout and requires removal. The removal process will consist of a combination of scraping, grinding, and abrasive blasting until the surface is free of failed coating and unbonded materials. Material testing of the coating may be recommended to determine if hazardous materials exist to provide direction for the required abatement and disposal process. Upon completion of the coating removal, Ardurra, Kelsey Structural, coating manufacturer representatives, and the contractor will provide an interior inspection during construction to determine the extent of necessary concrete repairs, joint repairs, appropriate levels of surface repairs, and the extent of recoating required.
Assumptions for the quantities of repairs, surface preparation, and extent of recoating will be made during the design phase for contractor bidding purposes to be confirmed after the coating removal during construction.
The minimum approach for concrete rehabilitation and recoating of the Gundry Ave reservoir will consist of the removal of the existing coating, repair of concrete spalling or cracking of the existing concrete walls with an NSF-61 approved concrete repair mortar for surface defects, and an epoxy injection for any significant cracking found during the field assessment.
Where required, a joint repair will be provided using a CIM product consisting of epoxy coating “cim” and a fibrous and flexible “scrim” backing material with an established history of performing well with vintage concrete reservoir rehabilitation projects, including previously performed projects by KS.
Thorough concrete surface preparation, as observed by
experienced construction inspection personnel, is paramount for the successful implementation of concrete repair products and will be detailed in the construction contract documents.
The coating process will be provided based on budgetary allowances and consist of a resurfacing “sack and patch” surface preparation utilizing a thin gel epoxy or mortar to provide a uniformly smooth surface for recoating. To limit the cost of recoating, consideration for areas where the most expected deterioration occurs based on industry standards and field observations will be prioritized, including around penetrations, ladder connections, piping and appurtenances, inlet and outlet piping, overflows, and the vapor zone region from just below the low point fluid operating level to the top of the concrete wall. A suitable primer and coating will be applied to the above-prioritized areas, and concrete in good condition will be left uncoated with an option for coating based on the available budget.
Sand Basin Structure Roof
Per the RFP, the City requests that the Sand Basin Structure roof covering be designed for replacement concurrently due to deterioration, which includes significant ponding and what appears to be damaged roof joists with large permanent
deflections. Based on the current budget, the design and construction of a full roof replacement are only feasible with considerable additional funding. To address the City’s concerns about the Sand Basin Structure roof, a short-term repair option would be recommended that replaces the existing light gauge roof panels with a metal deck-type roof panel over the existing roof joists. In addition, any damaged roof members would be replaced. Roof replacement details and recommendations will be provided based on findings conducted during a field assessment similar to that done on the reservoir roof previously.
Due to the current roof structure type and configuration, this short-term repair approach will not address any current seismic code deficiencies that would be addressed in a long-term replacement approach. A long-term approach recommendation would include an aluminum roof cover with repairs similar to the previously described reservoir approach. Upon conclusion of the field assessment, the Ardurra/KS team will provide a technical memo outlining the recommended solutions and
opinion of cost. If the City desires to move forward with a detailed design and bid package adequate for construction, our team will provide a separate detailed cost proposal to perform that effort that the City can consider.

Fountain Valley, CA. As public works director/city
engineer, responsible for overseeing the daily operation of 76 (now 59) full time employees, multiple contract maintenance service agreements, an annual $7-million general operating budget, an $11-million water utility operating budget and a capital improvement budget that ranged from $10 to
$20 million annually. The City is a full-service city with a population over 55,000. There are 220 full time employees, up to nearly 100 part time employees and an annual
$44-million General Fund operating budget. The City delivers high quality, fiscally responsible public services that feature strong public safety, well maintained public infrastructure, progressive business development to preserve and enhance City revenues, diverse community programs and a high
quality of life in the City’s neighborhoods (2006-2019).
OCSD Ellis Avenue Trunk Sewer Tunneling - DPW/
city engineer overseeing impacts to the City of a major trunk sewer project that required extensive traffic control for long durations. Working with OCSD, authorized the complete
closure of an intersection carrying over 40,000 ADT. Though there was initial trepidation from residents, ultimately the project and residents benefited by a construction time frame reduced by several months, better safety for motorists and the contractor, and upon project completion the residents so enjoyed the lack of traffic in their area that they were sad to see the intersection reopened.
I-405 Improvement Project. DPW/city engineer
overseeing impacts to the City of this major freeway
improvement project. With the Slater Avenue bridge
scheduled to be constructed in two phases, seismic challenges arose that made this construction difficult. Proposed to the Design Build team and OCTA to construct the bridge in one phase. This meant complete demolition and no traffic for one year. With two high schools nearby, traffic control was a key area for motorists, bicycles, and pedestrians. A plan was devised to deploy bicycle detours through lower volume residential collectors, a pedestrian shuttle for transport of students who would otherwise have walked over the bridge, and a vehicle detour strategy that deployed modified signal timing to address detoured traffic while keeping access to local hotels and residential streets open. Again, the project timeline was reduced by several months and all benefited from the improved traffic handling approach.
Newhope Street Extension. As city engineer, identified
with traffic modeling a roadway alignment to alleviate traffic in an area that had high development potential but was
impacted by freeway bypass traffic and bridge access over the Santa Ana River. Prepared funding applications which garnered several million dollars for design, right-of-way, and construction of a new roadway that ties directly to a Caltrans freeway on/off ramp that relieved traffic, provided additional development opportunity, and improved overall traffic
operations in the southeast portion of the City.
Protected/Permissive Left Turn (PPLT) Conversion.
Beginning in 1996, Mark implemented an aggressive capital program to convert many fully protected traffic signals to PPLT. A key element of this implementation was the removal and reconstruction of the finger medians in left turn pockets to reduce the width to 2 feet and in some cases 1-foot wide.
This provided positive offset for left turning vehicles to view oncoming traffic. This sight distance improvement was a key to the success of these installations and was praised by many leaders and expert witnesses in the traffic engineering arena.
