Background:

Prior to preparation of the 6th Cycle HEU, the Signal Hill Water Department confirmed that the City had service capacity for the 517 units (plus 15% surplus) required under the 6th Cycle Regional Housing Needs Assessment allocation. Once housing sites were selected, the Environmental Impact Report for the HEU analyzed utility capacity and service to the selected sites.

On September 27, 2022, the City Council adopted the 6th Cycle HEU which was submitted to the State and received certification on October 13, 2022.

On April 18, 2023, the Planning Commission received an update on the implementation of the 6th Cycle Housing Element programs which included the details of the Government Code requirements and the Water Department policy resolution. Commission comments were favorable and supportive of the action.

Analysis:

Pursuant to Government Code 65589.7, water and sewer providers must provide the City with a copy of their policy to prioritize service to affordable housing projects. As part of the implementation programs in the City’s 6th Cycle HEU, the City requested documentation from its sewer service provider, the Los Angeles County Sanitation District, the request remains pending. Since the City has its own water service, it must formally adopt the prioritization policy. The Signal Hill Water Department has prepared a resolution for adoption of policies and procedures to prioritize water service to affordable housing projects (Attachment A). Once the Sanitation District adopts its policy it will provide such documentation to the City, which will complete compliance with the regulation.
