· 7 tables

Strategic Plan Objective:

Goal No. 6: Promote a transparent and open government.

Background:

Staff received a request from Ms. Juanita S. Matthews, Executive Director of the Springs of Hope and aunt of Mr. Ron Settles, to hold a private event in remembrance of Ron Settles, on June 2, 2023, in the Signal Hill Public Library Community Room and Zinnia Courtyard. The Springs of Hope organization is a local non-profit organization whose mission is to give hope to individuals dealing with transitions in life.

At its meeting of April 27, 2021, the City Council approved a similar request for a fee waiver submitted by Ms. Matthews, to hold a private memorial event to commemorate the 40th anniversary of the passing of Mr. Settles. In June 2021 and June 2022, Springs of Hope also held private events at the Signal Hill Park Community Center and Signal Hill Public Library.

On November 9, 2021, the Council approved the designation of June 2 as Ron Settles Day of Remembrance.

Analysis:

Staff received a request from Springs of Hope for a fee waiver for a private event to be held in remembrance of Ron Settles on Friday, June 2 (Attachment A). The event is proposed to be held at the Signal Hill Public Library Community Room and Zinnia Courtyard on Friday, June 2, 2023, from 3:00 p.m. to 9:00 p.m. Springs of Hope is requesting a fee waiver, and an exception to the facility rental policy which states that the Zinnia Courtyard may only be rented when the Library is closed.

The City has a Waiver of Fees Policy which allows the City Council to waive fees based on the following criteria (Attachment B). The policy also provides for the Community Services Director to grant exceptions.

A. Applicant Must be a Signal Hill Resident. Proof of residency must be furnished to City staff.

A. Individual or Organization Must Have Nonprofit Status with the Internal Revenue Service. Proof of nonprofit status by the I.R.S. must be furnished to City staff.

A. Organization’s Primary Focus Must be on Serving the Residents of Signal Hill. Proof of such service by way of programs, services or activities offered to the community must be provided.

A. Organization’s Voting Board Must be Comprised of at Least 51% Signal Hill Residents.

Although the applicant does not meet all the listed criteria, they do maintain a nonprofit status and offer services to the Signal Hill community. In addition, given the historical significance of the individual being honored and the importance of promoting healing and restoration, along with the City Council’s designation of June 2 as Ron Settles Remembrance Day, staff recommends approval of the fee waiver as requested and allow for the facility to be utilized on Friday, June 2, 2023.
