· 2022 Organizational Assessment of the Police Department · 2020-22 and 2022-24 Adopted and Approved Budget
· 2019-20, 2020-2021, 2021-22 Annual Comprehensive Financial Reports · 2022 Diversity, Equity and Inclusion Community Survey As part of the process, Moss Adams previously conducted a series of interviews to provide feedback from multiple perspectives. Moss Adams interviewed the City Council, City Treasurer, City Attorney, Department Directors, Human Resources Manager, Deputy Public Works Director, Librarian, Acting Police Captain, and the Senior Deputy City Clerk. The interview process also included community stakeholders from the Diversity Coalition Committee, a retired City Manager, Signal Hill Petroleum, and the Chamber of Commerce. The collective feedback provided by these stakeholder groups resulted in the Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis.

On April 11, 2023, the City Council held its first work session, reviewed the SWOT analysis, and provided input regarding the mission, vision, and values for the upcoming Strategic Plan. With the input of the City Council, Moss Adams prepared and distributed a survey to all City employees requesting their thoughts and ideas about the SWOT analysis; the survey ran from April 19 to April 26, 2023. This evening, Moss Adams will lead a second facilitated session to advance the development of the 2023-2028 Strategic Plan.
