Strategic Plan Objectives:

Goal No. 4: Maintain and improve the public infrastructure.

Goal No. 5: Ensure an enhanced quality of life for the residents.

Background and Analysis:

Incorporated in 1987, CCLB is a non-profit corporation committed to providing at-risk youth in the greater Long Beach area with educational and career development opportunities through paid on-the -job training as well as career and conservation awareness programs. Governed by a Board of Directors, the CCLB brings together the interests of local business, education, human services, and city government to support young adults between the ages of 18 and 23 years, in acquiring the skills necessary to obtain and retain gainful employment. The CCLB provides assistance to over 200 corps members annually.

The City and the CCLB began their partnership in 2005, focusing on promoting lifelong learning among at-risk youth through hands-on work experiences that contribute meaningfully to the Signal Hill community. Over the years, the CCLB has provided maintenance support services including the cleaning of the Cherry Avenue and Willow Street corridors, cleaning of the City’s bus stops, and providing maintenance support through part-time staffing on an as-needed basis. The relationship between CCLB and Signal Hill has been and continues to be mutually beneficial, as CCLB provides competitive rates due to its status as a Certified Local Conservation Corps, which provides exemption from prevailing wage requirements. In this relationship, the City gains a resource for additional maintenance support services while providing job and educational opportunities for at-risk youth at a reasonable cost to the City.

As the City’s needs evolved over time, so too have the opportunities for CCLB participants. In 2007, the contract was modified to include the Cherry Avenue/Willow Street Corridor Cleanup Program, which was developed to assist the City in meeting the State-mandated Lower Los Angeles River Trash Total Maximum Daily Load (TMDL). The TMDL requires the City to prevent trash from entering the Los Angeles River through the City’s storm drain system. As part of the Cleanup Program, CCLB supplements the City’s maintenance efforts by clearing the curbs, gutters, and sidewalks along Willow Street (from Temple Avenue to Atlantic Avenue) and Cherry Avenue (from Spring Street to 19 th Street) of trash, debris, and recyclables on a weekly basis. In 2008, the CCLB services were again expanded to include the Bus Stop Cleaning Program, consisting of weekly cleanup of the City’s bus stops, including replacement of the trash can liners, monthly steam cleaning, and graffiti removal. In more recent years, CCLB has provided services to the City via separate contracts for the completion of a decomposed granite trail section on the Bixby Ridge Trail refurbishment project completed in 2018, and most recently, the construction of Heritage Point Park, completed in the summer of 2022.

To date, staff has been satisfied with CCLB’s services. With this in mind, the Contract Services CITY OF SIGNAL HILL Page 2 of 3 Printed on 5/5/2023

To date, staff has been satisfied with CCLB’s services. With this in mind, the Contract Services Agreement being considered allows CCLB to continue to provide bus stop cleaning services and Cherry/Willow corridor cleanup services as well as additional services to include tree planting.

Specifically, CCLB will provide additional options for filling vacant street tree wells to maintain and increase the City’s street tree canopy as stated in the recently approved Street Tree Master Plan.

The proposed contract budget of $18,000 for tree planting services would utilize a portion of the existing arborist services budget for FY 2023-24 and a portion of the proposed Capital Improvement Program budget for street tree planting projects, therefore no budget adjustment is needed with the approval of this contract. CCLB’s pricing for this scope of work is competitive compared to other options in the contracting market for similar services with value added in that CCLB’s status as a non -profit California Conservation organization includes exemption from prevailing wage requirements on public contracts (California Labor Code section 1720.4(c)). For these reasons, staff has determined it is in the City’s best interest to continue the valuable partnership between CCLB and City of Signal Hill and its associated community benefits and recommends approval of the proposed agreement accordingly.
