An Adjourned Regular Meeting of the Signal Hill City Council was held in-person in the Council Chambers and via video/teleconference on May 25, 2023. (1) CALL TO ORDER – 6:04 P.M.

LATE ARRIVAL: MAYOR TINA HANSEN

(4) PUBLIC BUSINESS FROM THE FLOOR ON ITEMS NOT LISTED ON THE AGENDA Sanford Simmons and William, Signal Hill residents, commented on trees that are blocking the view on the hilltop.
Erin, Signal Hill resident, commented on an overgrown tree on Ellis Avenue. (5) BUDGET STUDY SESSION

Staff presented the preliminary Budget for Fiscal Year 2023-24 (Year 2) for City Council review and discussion, which includes department program budgets, Capital Improvement Program, schedule of services fees and charges, and decision packages.

City Council asked questions and discussed the budget.
Council Member Wilson left the Council Chambers at 6:39 p.m. and returned at 6:41 p.m.
Mayor Hansen entered the Council Chambers at 6:40 p.m.
Council Member Wilson left the Council Chambers at 7:05 p.m. and returned at 7:07 p.m.
Council Member Wilson left the Council Chambers at 7:13 p.m. and returned at 7:15 p.m.
Council Member Wilson left the Council Chambers at 7:17 p.m. and returned at 7:18 p.m.
Fred Abdelnour, Diversity Coalition Committee (DCC) Facilitator and DCC Members Jon-Stephen C. Scott, Samona Caldwell, and Pam Dutch Hughes commented on the DCC decision package.
City Council discussed the budget and provided staff with direction.
Council Member Wilson left the Council Chambers at 8:16 p.m.
City Council discussed the budget presentation and directed staff bring back the department presentations at the June 27, 2023 City Council meeting. (6) ADJOURNMENT
It was moved by COUNCIL MEMBER JONES and seconded by VICE MAYOR WOODS to adjourn tonight's meeting to the next regular meeting of the Signal Hill City Council to be held on Tuesday, June 13, 2023, at 7:00 p.m. (hybrid meeting format, including in-person, and video and teleconference participation options). Instructions to participate in the meeting will be provided on the meeting agenda.
