RESOLUTION NO. 2023-06-6751
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING THE CITY’S RECORDS RETENTION SCHEDULE PREVIOUSLY ADOPTED BY RESOLUTION NO. 2021-07-6628, AND REPEALING ALL PRIOR RESOLUTIONS WHEREAS, the City of Signal Hill is committed to managing its records according to best practices to ensure business, audit, legal, historical, and regulatory requirements are met; and WHEREAS, on January 19, 1988, the City adopted Resolution No. 88-01-3879 establishing a Records Retention Schedule for the City of Signal Hill, California; and WHEREAS, California Government Code Section 34090 provides for a procedure whereby any City record which has served its purpose and is no longer required may be destroyed; and WHEREAS, records retention schedules are not fixed; and must continually be updated as business processes, legal requirements, and regulatory changes dictate, and it has become necessary to amend the Records Retention Schedule (“Exhibit A”) established by Resolution No. 2021-07-6628; and WHEREAS, this Schedule has been approved by the respective Department Directors and the City Attorney; and WHEREAS, City Council approval is required to amend the Records Retention Schedule.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. That Records Retention Schedule for the Community Development Department be amended as follows:
Change Series 28: Titled Building Construction Plans – Common Interest to “Building Construction Plans – Multi-family, Commercial, Industrial, Institutional, Mixed-Use”; and Change Series 36: Titled Building Construction Plans – Other than Common Interest to “Building Construction Plans – Single-family, Tenant Improvements”.
Section 2. That Records Retention Schedule for the Parks, Recreation, and Library Services (formerly Community Services) Department be amended as follows:
Change Series 16: Titled Animal Control Monthly to “Animal Control Reports”; Delete Series 17: Bi-Monthly Time Sheets, paper records no longer in use; and Change Series 33: Indemnification Forms (Excursions) to “Indemnification Forms”.
Section 3. That Records Retention Schedule for the Police Department be amended as follows:
Add to Records Description: Arrest/Citation “Citation – Infraction (Juvenile) 11361.5 and 11361.6(e) HS (destroy when offender turns 18)”; Add to Records Description: “Complaints/Internal Affairs Investigations; Unfounded/Founded” (destroy after 5 years - unfounded; 15 years - founded); Change Records Description: Jail Register to “Jail Register – Electronic Format”; and Change Records Description: Daily Jail Checklist to “Daily Jail Checklist – Electronic Format”.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of the City of Signal Hill, California, this 27th day of June 2023. ________________________________
