Goal No. 5: Ensure an enhanced quality of life for residents.
Background and Analysis:
President Gerald Ford enacted the CDBG Program through the Housing and Community Development Act of 1974; the program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities. The City of Signal Hill receives an allocation of CDBG funds from LACDA that are then designated to fund various programs through a public hearing process and City Council approval. City projects currently funded by CDBG include the Americans with Disabilities Act (ADA) Improvements at Discovery Well Park and the Senior Food Distribution program. The CDBG Program was established to provide communities with resources to address a wide range of unique community development needs, including but not limited to addressing slum and blighted conditions, assisting or benefiting low- and moderate-income families, or to meet the needs of special population groups such as senior citizens and individuals with a disability in compliance with the ADA requirements.
On May 5, 2023, staff received a letter (Attachment A) from LACDA inviting Signal Hill to participate in the LACDA CDBG program for FY 2024-26. To participate in the CDBG Program, LACDA must requalify with the U.S. Department of Housing and Urban Development every three years to obtain entitlement status as an urban county. Staff recommends the City continue participation in the CDBG program; adopt the resolution; and approve entering into the Cooperation Agreement for a three-year period for FY 2024-26, effective July 1, 2024 to June 30, 2027 (Attachment B).
