MANAGEMENT COORDINATOR
Summary:
During tonight’s meeting, the City Council will consider approving and adopting a City-Wide Pay Schedule and Management Salary resolution as required by the California Public Employees’ Retirement System (CalPERS). The City Council will also consider approving and adopting new class specifications for three newly created full-time positions: Assistant to City Manager/Economic Development Manager, Communications Officer, and Emergency Management Coordinator.
During the last 2020 labor negotiations, the City approved a 2% cost of living adjustment for Signal Hill Employees’ Association members and 3% cost of living adjustment for Signal Hill Police Officers’ Association Members, annually from 2021-2023. The effective date of both the Management Resolution and City-Wide Pay Schedule is July 1, 2023. The Management Resolution and City-Wide and Part-Time Pay Schedules must be approved and adopted by City Council in advance of the cost of living adjustment taking place.
With City Council approval of the proposed class specifications, staff would proceed with the necessary recruitment actions to get the new positions filled. The City’s total Full-Time Equivalent (FTE) positions are thereby increased from 124.2 in FY 2022-23 to 128.75 in FY 2023-24. These additional 4.55 positions reflect the increase in full-time positions and part-time hours as proposed in the FY 2023-24 operating budget. Staff recommends these changes in order to enhance service to CITY OF SIGNAL HILL Page 1 of 5 Printed on 6/23/2023

COMMUNICATIONS OFFICER, AND EMERGENCY MANAGEMENT COORDINATOR Fiscal Impact:
Sufficient funds are budgeted in the proposed FY 2023-24 Operating Budget to cover the cost of living adjustment increase and increased costs for all other personnel changes.
Strategic Plan Objectives:
Objective No. 5.7.1: Evaluate the attractiveness of employee compensation, work environment, and employee appreciation programs.
Goal No. 6: Promote a transparent and open government.
Background and Analysis:
As part of efforts to continuously evaluate operations, staff will analyze levels of service compared to priorities identified in the City’s Strategic Plan and Department Workplans. This iterative process informs discussions regarding staffing levels required to accomplish certain goals and objectives within a designated period of time. For example, as the City continues experiencing growth from development, which increases the need for citywide maintenance and the demand for programming, CITY OF SIGNAL HILL Page 2 of 5 Printed on 6/23/2023 powered by Legistar™

development, which increases the need for citywide maintenance and the demand for programming, staff will assess the need for staffing to maintain the high quality of life expected by our community.
With each successive budget cycle, City management will continue evaluating positions at all levels and make informed recommendations based upon department workplans and strategic priorities; staff will continue ensuring such recommendations are supported by ongoing revenues.
Over the past several months and, in conjunction with the development of the Fiscal Year 2023-2024 Operating Budget, the City Manager consulted with Department Heads regarding recommendations pertaining to staffing levels and changes to certain class specifications with the goal of ensuring these continue meeting the City evolving needs. For the upcoming fiscal year, staff focused on necessary staffing updates to the Administration Department, Parks, Recreation, and Library Services Department, the Finance Department, and the Police Department. Overall, these changes will enhance administrative and economic development initiatives, recreation programming, financial oversight, and emergency preparedness. Staff recommends a limited number of new positions and reclassification of other positions to meet current service level demands.
To ensure staff compensation is adjusted to reflect agreed-upon terms resulting from the prior labor negotiations, staff recommends updating the City’s pay schedules. The effective date of the Management Resolution, City-Wide Pay Schedule, and Part-Time Salary Schedule is July 1, 2023.
The Management Resolution and City-Wide Pay Schedules must be approved and adopted by City Council in advance of the cost of living adjustment taking place which will start on the July 20th paycheck. This agenda report will recommend adoption of resolutions to effectuate personnel changes approved as part of the City Council Budget Workshop and salary adjustments previously approved in the City’s labor contracts with its bargaining groups.
Salary Adjustments:
The proposed updates to the Management Resolution, and the resolutions adopting the City-Wide and Part-Time Pay Schedules incorporate the implementation of the approved cost of living adjustments effective July 1, 2023, and comply with the Signal Hill Municipal Code and CalPERS regulations. Consistent with past City practice, only pay for part-time positions (e.g. Accounting Specialist, Maintenance Worker, etc.) with an equivalent full-time position have been adjusted. Those part-time positions (e.g. Library Aide, Recreation Leader, etc.) without an equivalent full-time position remain unchanged.
Compensation adjustments for Department Heads and Managers must be documented in the Management Resolution governed by the Signal Hill Municipal Code. Furthermore, CalPERS requires that in order to determine the amount of compensation earnable pursuant to Government Code Sections 20630, 20636, and 20636.1, pay rates shall be limited to the amount listed on a pay schedule that has been duly approved and adopted by the employer’s governing body in accordance with the requirements of applicable public meeting laws.
Establishing New Class Specifications:
During the Budget Workshop of May 25, 2023, staff presented the City Council with three proposed personnel changes that require updates to the class specifications. The proposed specifications for each of the positions are attached as exhibits to the Resolution for City Council review and approval into the City’s Classification and Compensation Plan.

Inclusive of the new specifications proposed to be added, the City’s total Full-Time Equivalent (FTE) positions increased from 124.2 in FY 2022-23 to 128.75 in FY 2023-24. The adjusted FTE count for FY 2023-24 is reflected in the proposed FY 2023-24 operating budget presented this evening. As noted, staff believes these additional positions are necessary to meet current service level demands, thereby enhancing municipal services for residents and businesses in key operational areas. In addition, reclassification of certain existing positions will help the City with retention efforts and provide for the ongoing development of key programs including library services and communications. In other instances, such as the Assistant to the City Manager/Economic Development Manager, this change would create economies of scale that will better achieve citywide goals. With City Council approval of the proposed class specifications, staff would proceed with the necessary actions to fill new positions and effectuate reclassification efforts. The proposed personnel updates are supported by ongoing revenues.
