Recommendations:

1. Authorize the City Manager to enter into a Public Works Contract with H&H for construction of the Palm Drive Pavement Rehabilitation Project from Obispo Avenue to East Willow Street (Project No. 90.24003), for a term of 50 working days and a not-to-exceed contract amount of $774,000 in a form approved by the City Attorney.

2. Authorize the Public Works Director to utilize a contingency of up to 10% ($77,400) to accommodate additional scope of work in the event of changed or unforeseen conditions, for a total construction budget of $851,400.

Fiscal Impact:

The City’s annual budget for the Fiscal Year (FY) 2023-24 Pavement Management Program is $1,305,311, consisting of various funding sources as outlined in the below table. The approved budget is expected to cover the project cost of $851,400, leaving a balance of $453,911. Funds are available as designated in the FY 2023-24 Capital Improvement Program (CIP) Budget for Pavement Management, utilizing funding from Measure R (County), Measure M, Proposition C, and Road Maintenance and Rehabilitation Act (RMRA). Expenditures on this Project will be allocated first towards Measure R, Measure M, and Proposition C to prioritize funds consistent with expenditure deadlines.

Strategic Plan Objective:

Goal No. 4: Maintain and improve the public infrastructure.

Background:

In February 2022, Bucknam Infrastructure Group, Incorporated updated the Citywide Pavement Management Plan (PMP), which recommended maintenance and repair strategies to maintain and improve the overall Pavement Condition Index (PCI) of the City’s streets. PCI is a measure of a street’s pavement quality that ranges from 0 to 100, with a score of 100 representing a newly paved or completely reconstructed street. The City Engineer reviewed and approved the PMP and submitted it to Los Angeles County Metropolitan Transportation Authority in accordance with Proposition C local return guidelines. Staff presented the 2022 PMP to City Council on August 23, 2022.

The PMP outlines pavement management approaches for city streets based on current conditions CITY OF SIGNAL HILL Page 2 of 5 Printed on 7/7/2023

The PMP outlines pavement management approaches for city streets based on current conditions and the optimal long-term maintenance strategy from a cost perspective. In general, the PMP recommends application of slurry seal or other surface-applied products, such as high density mineral bond (HDMB) or cape seals, on a 5 to 7 year cycle for streets in good condition, which prolongs the life of the pavement and delays the need for more costly grind and overlay and/or reconstruction projects. For streets in poor condition, either grind and overlay or reconstruction are necessary to restore the street to good condition, based on the extent and type of failure of the pavement or underlying substructure.

The PMP recommends the City employ both project types in the City’s pavement management strategy and spend between $1 million and $1.8 million annually to gradually increase the citywide PCI (Table 2). In addition, the PMP recommends a maintenance strategy with project costs approaching a ratio of about 5:1 overlay/reconstruction projects to slurry seal projects. In the long term beyond five years, the City expects to reduce this ratio as more overlay/reconstruction projects are completed on streets with low PCIs. As the City completes additional overlay/reconstruction projects, preventative maintenance projects such as slurry seals will contribute to a larger share of the overall annual pavement management budget.

Table 2: Funding Scenarios as Outlined in the PMP
Funding Scenario 1
Funding Scenario 2
Analysis:

In FY 2022-2023, the Public Works Department implemented three major pavement management CIP projects utilizing the annual pavement management CIP budget. These projects included two slurry seal application projects covering approximately one million square feet of City streets and the third project was a reconstruction of approximately 26,000 square feet of Ohio Avenue from Hill Street to Skyline Drive.

The subject Project is the first implementation of the Signal Hill PMP utilizing the FY 2023- 24 annual pavement management CIP budget. Streets with PCIs lower than 60 typically require more costly repairs such as grind and overlay and/or deeper reconstruction. costly repairs such as grind and overlay and/or deeper reconstruction. The PCI of Palm Drive from Obispo Avenue to East Willow Street is 31 out of 100 (very poor condition) as of the last assessment performed in 2022. Due to predominantly truck traffic and heavy rainfall last winter, Public Works maintenance staff spent a considerable amount of time completing local pavement repairs.

Completion of this project will both significantly improve Palm Drive’s PCI and eliminate the need to utilize Public Works staff time and resources on localized pavement and pothole repairs on this street for many years. The scope of work for this Project includes approximately 49,700 square feet of asphalt pavement repair employing a combination of overlay and deep-lift reconstruction, approximately 600 square feet of sidewalk repair and driveway repair, restoration of traffic striping and markings, and upgrade of three curb ramps, on Palm Drive from Obispo Avenue to East Willow Street.

Bid Circulation Process
On February 23, 2023, the City posted a Notice Inviting Bids at specific locations, sent the bid to subscribers through the City’s website, and posted the bid on PlanetBids via the City’s portal.

Bid Results
The table below lists the bids received by the bid due date of April 13, 2023:

Table 3: Bids Received
Contractor Selection
H&H, the lowest bidder, submitted all required documents prior to the bid closing date and time, including its hard copy bid bond. All items and documents have been properly submitted; as such, staff determined H&H to be the lowest responsive and responsible bidder.

Staff conducted reference checks on the company’s listed projects in the Statement of Qualifications and verified that H&H, along with its subcontractors, are properly licensed to perform the work under this contract. Staff is recommending award of contract to H&H in the amount of its bid.

Subject to City Council approval of the contract award, staff would issue a Notice to Proceed and begin coordinating with the contractor. Construction of the project is estimated to start in August 2023; the project is anticipated to be completed in November 2023.
