CONSIDERATION OF ATTENDANCE CALENDAR
Summary:
The City Council will consider the process to report an absence prior to a City Council meeting and consider establishing a City Council attendance calendar.
Recommendation:
Provide direction to staff.
Fiscal Impact:
There is no fiscal impact associated with this action.

Background and Analysis:
On July 11, 2023, during City Council Agenda - New Business, Council Member Jones inquired about City Council meeting attendance, increasing communication, and ensuring a quorum at future City Council meetings. Mayor Hansen further suggested the City Council consider establishing a calendar to provide notice of when City Council Members would be absent from future meetings for planning purposes.
Council Member Jones also inquired about reviewing the City Council’s attendance policy. While there is no official City Council attendance policy, Charter Section 305 of Article III states the following CITY OF SIGNAL HILL Page 1 of 2 Printed on 7/21/2023

regarding vacancies:
If a member of the city council is absent from all regular meetings of the city council for a period of 60 days consecutively from and after the last regular city council meeting attended by such member, unless such absence is by permission of the city council expressed in its official minutes, or is convicted of any felony, any offense involving a violation of his or her official duties, or a crime involving moral turpitude, or ceases to be an elector of the City, the office shall become vacant. The city council shall declare the existence of any such vacancy, and the office shall be deemed vacant from the date of such declaration.
As an option for City Council consideration, staff prepared a draft meeting attendance calendar (Attachment A) for the current fiscal year. This calendar can be provided electronically to the City Council at the beginning of each month and updated as needed.
