Background:

In June 2015, the City Council authorized the City Manager to submit an application for an ATP Cycle 3 grant for the design and construction of the Project. On June 22, 2021, the City included the Project in the FY 2021-22 Capital Improvement Program Budget and was approved by City Council as part of the Annual Operating and Capital Budget.

On September 28, 2021, City Council approved a Memorandum of Understanding (MOU) between the City of Signal Hill and City of Long Beach for cost sharing not-to-exceed $502,000 for the street improvements associated with this project that were to be constructed within Long Beach’s right-ofCITY OF SIGNAL HILL Page 2 of 3 Printed on 8/4/2023 powered by Legistar™

· Pavement rehabilitation consisting of localized deep-lift repairs and grind/overlay. · Striping, signage, pedestrian path of travel modifications, and traffic light modifications including installation of new pedestrian countdown heads; and · Installation of substructure conduits for future streetlight poles to be installed at a later date by Southern California Edison.

On August 23, 2022, the City Council approved Change Order No. 3 to the contract with SCI due to material cost increases for asphalt concrete because of delays outside the control of the contractor.

Change Order No. 3 increased the contract amount by a not-to-exceed amount of $317,532. Change Order No. 3 also included additional costs and time extensions for utility adjustments.

Analysis:

The City Council awarded the construction contract for the Project on December 14, 2021, was initially $1,690,430 plus a contingency of $167,638 if authorized by the Public Works Director. On August 23, 2022, the City Council approved a change order in the not-to-exceed amount of $317,532 for a revised total not-to-exceed contract amount of $2,025,175.
