The City of Long Beach agreed to grant the City of Signal Hill access to the property to incorporate into the Heritage Point Park project. A portion of the project site, approximately 60,225 square feet, is owned by the City of Long Beach. The parcel provides an opportunity to utilize a passive park area at Heritage Point Park to take advantage of the views from the property. The parcel is known to contain one active well and one idle well and much of the property is a slope.
The amendment to the Right-of-Entry Permit grants the City access and use of the Long Beach property for an additional one-year period ending on August 31, 2024. During the proposed term extension, the cities will negotiate a long-term lease or purchase of the property. Once the cities agree to mutually acceptable terms, staff will return to the City Council with the appropriate legal instrument memorializing the agreement. In exchange for the Right-of-Entry Permit, the City of Signal Hill agrees to maintain stormwater mitigation measures as required under the City’s Vacant Parcel Ordinance (Signal Hill Municipal Code Chapter 12.16) until the Permit is terminated.
