RESOLUTION NO. 2023-09-XXXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, IMPLEMENTING OVERNIGHT PARKING RESTRICTIONS BETWEEN THE HOURS OF 10:00 P.M. AND 5:00 A.M. ON CRESTON AVENUE FROM WALNUT AVENUE TO THE EASTERLY TERMINUS, ON WALNUT AVENUE FROM 32ND STREET TO THE SOUTHERLY CITY LIMIT AND AMENDING NO OVERNIGHT PARKING HOURS TO 10:00 P.M. TO 5:00 A.M. ON TEMPLE AVENUE FROM PANORAMA DRIVE TO HILL STREET WHEREAS, reports have been filed with the Police Department by residents and businesses regarding public nuisances including excess noise, littering, and other illegal activities stemming from parked recreational, commercial, or non-resident passenger vehicles on certain segments of Creston Avenue and Walnut Avenue shown on Exhibit A and Exhibit B, respectively; and WHEREAS, the aforementioned vehicles have been monitored to continuously park at night, and create nuisances for nearby properties during night time hours; and WHEREAS, such vehicles have been additionally observed to remain parked for extended periods of time in violation of Signal Hill Municipal Code Section 10.28.050; and WHEREAS, the Police Department has requested the revision of overnight parking restrictions on Temple Avenue to match the hours of operation of Discovery Well Park due to similar overnight parking concerns; and WHEREAS, the Traffic Safety Committee has reviewed the parking restriction requests for compliance with applicable codes and regulations and made a recommendation to implement no overnight parking and amend existing timeframe restrictions as appropriate solutions to address the noted concerns on Creston Avenue, Walnut Avenue, and Temple Avenue.
NOW, THEREFORE, the City Council of the City of Signal Hill, California, does hereby resolve as follows:
Section 1. No overnight parking is hereby implemented on Creston Avenue from Walnut Avenue to the easterly terminus between the hours of 10:00 p.m. and 5:00 a.m. and certain areas restricted for “No Stopping Anytime” as shown on Exhibit A.
Section 2. No overnight parking is hereby implemented on Walnut Avenue from 32nd Street to the southerly city limit between the hours of 10:00 p.m. and 5:00 a.m., as shown on Exhibit B.
Section 3. The existing "No Overnight Parking from 11:00 p.m. to 5:00 a.m." on Temple Avenue from Panorama Drive to Hill Street is hereby amended to "No Overnight Parking from 10:00 p.m. to 5:00 a.m.".
Section 4. The Public Works Department is authorized to install appropriate signage on Creston Avenue, Walnut Avenue, and Temple Avenue, reflecting the updated overnight parking restrictions as described in this resolution and shown on Exhibits A and B.
