amount of the contract with EPC was $320,712 inclusive of change orders approved by the Public Works Director due to a water main break on Ohio Avenue during construction and balancing of all actual construction quantities.

The Project utilized County Measure R and Proposition C funds as designated in the FY 2022-23 Capital Improvement Program budget. Staff prioritized Measure R and Proposition C funds for this Project due to expenditure deadlines associated with these funding sources. Table 1 shows a budget breakdown of the total FY 2022-23 Annual Pavement Management Budget, with actuals and encumbrances inclusive of the subject Project.

Strategic Plan Objective:

Goal No. 4: Maintain and improve the public infrastructure.

Background and Analysis:

On March 28, 2023, the City Council authorized the award of a contract for the Project to EPC in the amount of $294,491 plus 10% contingency. The project included approximately 26,000 square feet of asphalt pavement repair on Ohio Avenue between Hill Street and Skyline Drive, employing a combination of deep reconstruction and grind/overlay repair strategies. The Project also included localized curb and gutter replacements, reconstruction of two driveways, ADA access ramp upgrades, and restoration of traffic striping and markings. EPC completed the Project in conformance with the plans and specifications upon acceptance of the work and final inspection on June 19, 2023.

EPC completed the contract closeout of the Project including approval of final quantities and submission of as-built drawings. Therefore, staff is recommending adoption of the proposed Resolution declaring final acceptance of the project.
