Strategic Plan Objectives:
Goal No. 2: Ensure public safety is high priority.
Goal No. 4: Maintain and improve the public infrastructure.
Background and Analysis:
Over the past several months, Public Works staff and the Police Department have received requests to review both parking and illicit activity concerns on the 1600-1800 block of Creston Avenue and the 3200 Block of Walnut Avenue. Both departments have fielded multiple calls to Creston Avenue and Walnut Avenue to assist with concerns including illegal activities at night, trash and littering, excess noise, theft, non-resident vehicles parking for more than 72 hours at a time (including recreational and commercial vehicles), and vehicles blocking the roadway. The Police Department also requested to revise overnight parking restrictions on Temple Avenue from Panorama Drive to Hill Street to match the hours of operation of Discovery Well Park.
The Traffic Safety Committee reviewed the requests and proposed changes and determined that implementation of no overnight parking and amendment of existing timeframe restrictions were the best solutions to address the concerns. Signage for Creston Avenue and Walnut Avenue are shown on Exhibit A and Exhibit B to the Resolution, respectively, and described below for Temple Avenue.
Staff has provided a summary of existing conditions and proposed changes on each street segment are also provided below:

Section 10.28.150 authorizes the City Council to make changes or restrictions to parking and reads as follows:
10.28.150 Authority to prohibit or restrict parking.
A. The City Council may by ordinance or resolution prohibit or restrict the parking or standing of vehicles on any street or highway within the city, or any portion thereof during all or certain hours of the day; provided, however, that such regulations, insofar as they apply to state highways, shall not be effective until they have been submitted to and approved in writing by the Department of Public Works.
Staff recommends approval of the resolution to implement the proposed changes and allow the Police Department to enforce the parking restrictions at later hours of the night and cause removal, if necessary, of nuisance vehicles; the changes will also alleviate issues with trash, noise, and other illicit activities. Public Works staff will determine the amount and location of signage required and enforcement will commence once all signage installation is complete within each respective street segment.
