ADOPTION OF 2023-2028 SIGNAL HILL STRATEGIC PLAN
Summary:
The City’s Strategic Plan guides the City's vision and goals, serving to accomplish the community's long-term vision, priorities, and objectives, while enabling coordinated efforts among departments.
The Strategic Plan also establishes clear benchmarks and performance metrics for accountability that track important milestones and assess the efficacy of programs. The 2023-2028 Strategic Plan, developed with feedback from various community stakeholder groups, establishes the strategic framework that will enable the completion of important objectives. To further focus these efforts, each City Department developed specific workplans that highlight the work each Department and Division will carry out over the next year. Staff will update the Strategic Plan on an annual review cycle to align with the budget adoption process to promote accountability and enable the City Council to reprioritize goals as necessary. Staff recommends adopting the 2023-2028 Strategic Plan substantially in the form presented.
Recommendation:
Adopt the 2023-2028 Signal Hill Strategic Plan substantially in the form presented.
Fiscal Impact:
There is no fiscal impact associated with the recommendation to adopt the 2023-2028 Signal Hill Strategic Plan. The Fiscal Year 2023-2024 Operating and Capital Budgets include the proposed goals and Department Workplan initiatives. Future updates to the Strategic Plan will take place as part of the budget adoption process.

Background and Analysis:
Earlier this year, the City Council authorized staff to move forward with the proposed comprehensive update to the Signal Hill Strategic Plan. Serving as the cornerstone for the City’s vision, values, and goals, the Strategic Plan is an important tool to guide and implement the City’s priorities. A strategic plan helps define a community’s long-term vision and objectives, providing a roadmap for where it wants to be in five years and beyond, allowing for a coordinated and purposeful approach to City governance. By outlining clear priorities, a strategic plan enables the City’s Management Team to allocate resources accordingly to align with the City's strategic priorities. The Strategic Plan also establishes well-defined benchmarks and performance metrics which allows the City Council, the public, and staff to track progress and evaluate the success of initiatives.
Development of the 2023-2028 Strategic Plan involved input from the community at various stages throughout the process, allowing residents, businesses, and stakeholders to help prioritize the City's future goals. The community engagement process was an important step to foster a sense of ownership and engagement among residents. Importantly, feedback collected throughout the strategic planning process allowed the City to prioritize initiatives based on a consensus from a broad array of stakeholder groups. A strategic planning process that prioritizes informed decision-making further enables the City Council and City Management to assess how each proposed initiative aligns with overarching community goals and how these contribute to the long-term health and prosperity of the City.
2023-2028 Strategic Plan
Over the past several months, the City worked closely with its consultant, Moss Adams, to develop the framework for the Strategic Plan. As noted, the process began by soliciting input from various stakeholders including community groups, residents, businesses, employees, and the City Council.
The City Council also hosted a strategic planning session to further refine the vision, mission, and value statements as well as the strategic goals that would drive the balance of the Strategic Plan.
Once the City’s consultant drafted the initial Strategic Plan, the City shared this initial draft version with the community and requested additional feedback through an online survey.
Moss Adams incorporated the collective stakeholder and community outreach efforts into the Strategic Plan; this feedback informed the development of each Department Workplan which forms the basis for the implementation of the Strategic Plan. As discussed further below, this iterative process resulted in the development of the Strategic Framework to guide the long-term vision, mission, and values of the idealized community; Strategic Goals that define the proposed long-term visioning process; Objectives and Actions corresponding to each goal; and Department Workplans to inform how staff will accomplish the proposed goals and objectives.

The 2023-2028 Strategic Plan is divided into the following sections:
· Strategic Framework: Includes the final Vision, Mission, and Values that act as the guiding principles for the balance of the Strategic Plan.
· Strategic Goals: Act as the basis for the specific policy areas the City wishes to focus on for the next five years. The proposed Strategic Goals include the following:
· Objectives and Actions: Correspond to the broader Strategic Goals by assigning specific actions the City will work to accomplish.
· Department Workplans: Detailed programs and projects contained within each City Department that correspond to each objective and goal.
Now that the work of developing the updated Strategic Plan is complete, staff recommends establishing a process for continued accountability and to provide the City Council with opportunities to assess the efficacy of the Strategic Plan at certain points during the year. Staff’s goal is to align the annual review of the Strategic Plan with the budget adoption cycle. Staff recommends presenting updates to the Department Workplans annually to ensure the Strategic Plan is an effective resource management tool that continues to align with key priorities. Staff proposes the following annual review and update cycle for the Strategic Plan.

Conclusion:
In summary, the proposed 2023-2028 Strategic Plan is an essential planning tool that provides clear direction, enhances resource management, engages the community, and ensures adaptability in a rapidly changing environment. The Strategic Plan is a blueprint for sustainable development and improved governance that will assist in the professional management of the City and enable the City Council to ensure public resources are used responsibly and consistent with the broader consensus of the community. Staff recommends the City Council adopt the proposed Strategic Plan substantially in the form presented.
