CITY MANAGER
BY: THOMAS BEKELE

PUBLIC WORKS DIRECTOR
SUBJECT:

PUBLIC WORKS CONTRACT WITH CJ CONCRETE CONSTRUCTION INC. FOR THE FISCAL YEAR 2023-2024 SIDEWALK REPAIR PROJECT (PROJECT NO.

90.24007)
Summary:

The City Council will consider entering into a Public Works Contract with CJ Concrete Construction Incorporated for the construction of the Sidewalk Repair Project (Project No. 90.24007). This Project is performed annually to improve safe path of travel for pedestrians and is performed in accordance with the City’s Sidewalk Inspection Program.

Recommendations:

1. Authorize the City Manager to enter into a Public Works Contract with CJ Concrete Construction Inc. for construction of the Sidewalk Repair Project (Project No. 90.24007), for a term of 30 working days, a not-to-exceed contract amount of $64,581.00, and in a form approved by the City Attorney.

2. Authorize a project contingency of $15,419.00 and up to a 30-working day term extension to be utilized by the Public Works Director for additional scope of work to be performed on adjacent streets during construction.

Fiscal Impact:

The total cost for this contract is $64,581.00. Considering that the engineer’s estimate for this project was $79,200 and the actual bid results were lower than anticipated, staff is proposing to incorporate additional concrete sidewalk repairs on adjacent streets to take full advantage of the competitive unit price provided by the lowest bidder. Contingency funds requested to cover the additional work amount to $15,419.00, increasing the proposed total contract value to $80,000.00.

Strategic Plan Objective:

Goal No. 4: Maintain the public infrastructure.

Background:

The objective of the City’s Sidewalk Maintenance Program is to address sidewalks that have been damaged by tree root growth or ground settlements that have deteriorated over time. This program consists of conducting sidewalk inspections and generation of a report that locates and prioritizes damaged sidewalk based on the degree of vertical displacement and the relative amount of foot traffic within the area. Subsequently, the report establishes a schedule for necessary sidewalk repairs, adhering to the guidelines outlined in the City’s sidewalk inspection policy.

Analysis:

This project consists of the following:
· Removal and replacement of approximately 3,400 square feet of concrete sidewalk at 28 locations as shown on Exhibit “A-1”.
· Removal of tree roots underneath sidewalk.
· Removal and replacement of two existing water meters and adjustment to new grades. · Reconstruction of one existing driveway located at 1957 Dawson Avenue. · Construction of a new accessible ramp at Jessie Nelson Circle adjacent to the Signal Hill Library.
