Shelter #3; and Signal Hill Open Grass Area; and City staff costs associated with the facilitation of the rental, including staging on Friday, November 3, 2023.
Fiscal Impact:
The requested facility and staff fee waiver is estimated to be $5,425.00; however, SHE is working to secure healthcare partners and additional staff support may be needed to ensure appropriate support to the event. To accommodate the community event and potential increase in staffing needs, staff recommends the total fee waiver be approved for a total not-to-exceed amount of $5,750.00.

providing people with knowledge and empowering them to continue self and preventative care.
Although based in Long Beach, SHE services the Signal Hill community as well. The organization’s mission is to address the needs of underserved populations throughout the community. The organization’s goal is to provide fairs focused on health education and mentorship under the leadership of local healthcare professionals to provide volunteers an opportunity to contribute to communities in need. The proposed Community Equity Health Fair is part of a Health Equity Grant SHE received from the City of Long Beach. The Health Equity Grant provides financial support to community organizations to implement health equity-centered programs.
SHE organized its first health fair at the Billie Jean King Library in collaboration with the City of Long Beach on Saturday, May 20, 2023. Among the services SHE provided were blood pressure screenings; vaccinations (covid and flu); breast cancer exams; and cardiopulmonary resuscitation and first aid education. The health fair was free, open to the public, and provided educational booths and interactive activities with basic preventive medicine and general medical screenings to more than 400 attendees. The health fair also featured Khmer-speaking and Spanish-speaking interpreters to maximize outreach.
Analysis:
In anticipation of this event, staff received a request from SHE for a fee waiver to hold a Community Equity Health Fair at the Signal Hill Public Library and Signal Hill Park (Attachment A). The date and time of the proposed event is scheduled for Saturday, November 4, 2023, from 8:00 a.m. to 4:00 p.m.; the event would be open to public from 10:00 a.m. to 2:00 p.m.
In consideration of the facility fee waiver request, SHE offered to provide the following services to the Signal Hill Public Library in the future which would benefit the entire community:
· Guest speaker presentations for adults and seniors
· Free health screenings for men and women
· Provide books (in Khmer language) to enhance the library’s book collection The Community Equity Health Fair would be free and open to the public to allow library patrons to visit the family-friendly activities, vendors, and listen to a guest speaker program throughout the health fair. This event will promote wellness by providing culturally and linguistically appropriate preventative health care presentations in the library; yoga and meditation demonstrations in the park; and provide information about mental health services to the Signal Hill community.
The City’s Waiver of Fees Policy allows the City Council to waive fees based on specific criteria (Attachment B):
A. The applicant must be a Signal Hill resident: Proof of residency must be furnished to City staff.
A. The individual or organization must have nonprofit status with the Internal Revenue Service: Proof of nonprofit status by the I.R.S. must be furnished to City staff.
A. The organization’s primary focus must be on serving the residents of Signal Hill: Proof of such service by way of programs, services or activities offered to the community CITY OF SIGNAL HILL Page 3 of 4 Printed on 10/6/2023

of such service by way of programs, services or activities offered to the community must be provided.
A. The organization’s voting board must be comprised of at least 51% Signal Hill residents.
Although SHE does not meet all the listed criteria, the organization would provide benefits to the City of Signal Hill as well as other health care professional organizations at the event that serve Signal Hill residents. Staff recommends City Council approve the requested fee waiver for the use of City facility and staff costs associated with the Community Equity Health Fair.
