SUBJECT:
INTRODUCTION OF AN ORDINANCE TO REDESIGN THE CITY SEAL
Summary:
The City of Signal Hill was incorporated in April 1924. To recognize the City’s upcoming centennial milestone, the City Council formed the Centennial Celebration Committee (Committee) in January 2022. The Committee collectively desired to propose a redesign of the current City seal. As such, staff is proposing a redesigned City seal for City Council consideration and introduction of an Ordinance to effectuate the adoption of the new City seal as required by the Signal Hill Municipal Code (SHMC).
Recommendations:
1.) Review and approve the redesigned proposed City Seal; and,
2.) Introduce an ordinance, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING SECTION 1.02.010 AND SECTION 1.02.020 OF CHAPTER 1.02 OF THE SIGNAL HILL MUNICIPAL CODE RELATING TO THE CITY SEAL.

While there is no direct fiscal impact with the recommended actions, adopting a new City seal would require updating certain items and materials. Examples of potential costs required in connection with this item include, but may not be limited to: City stationery; decals on vehicles and City facilities, podiums and the City Council dais; City flags; and pins. In anticipation of the redesign of the City seal, the City Council allocated $25,000 for replacement of the City seals where necessary. The City Council approved this funding as part of the Fiscal Year 2023-24 budget and is accounted for in Account No. 100-44-5400.
Background:
The City will celebrate 100 years of incorporation in the 2024 year. To assist with the planning and celebration efforts for this milestone, the City Council formed the Centennial Celebration Committee and appointed members. The Committee is comprised of two City Council members, one representative from the Parks and Recreation Commission, as well as one representative and one alternate representative from the Planning Commission:
1. Mayor Tina L. Hansen, City Council
2. Vice Mayor Lori Y. Woods, City Council
3. Vice Chair, Tim Anhorn, Parks and Recreation Commission
4. Chair Chris Wilson, Planning Commission
5. Victor Parker, Planning Commission
During the planning process, the Committee expressed a desire to update the City seal to commemorate the centennial anniversary. Since the City’s incorporation in 1924, the City has updated the design of the seal five times, with the most current version of the City seal adopted by City Council by minute order on February 16, 1988 (Attachment A). Former City Councilmember Sara Hanlon designed the current seal which the City Council formally adopted by Ordinance in 2008 (Attachment B).
After meeting with the Committee, the graphic designer from the Parks, Recreation, and Library Services Department worked over the last 12 months to create a design reflective of the recommendations and comments from the Committee, and invited comments from the Signal Hill Historical Society to create the final draft proposed (Attachment C). Overall, the Committee desired a seal reflective of modern-day design that also integrated and paid homage to the City’s history. The Committee requested the proposed new seal contain design elements identifiable as being unique to Signal Hill, including a tribute the City’s early Native American population, the City’s flower (Zinnia), and an oil derrick (an iconic symbol closely tied to the City’s history and founding (Attachment D).
Analysis:
The Committee provided direction to staff during the conceptual development of the seal and collectively approved the final draft City seal for City Council consideration and adoption. The final draft City Seal contains the components requested by the Committee, and recommendations from the Signal Hill Historical Society. The graphical illustration below identifies and notes each design element incorporated into the final proposed design.

Staff recommends approval of the redesigned City Seal and introduction of an Ordinance to effectuate its adoption as required by the SHMC (Attachment E). Upon introduction of the Ordinance, the City Clerk’s office would post a summary of the Ordinance pursuant to Signal Hill Municipal Code Section 1.08.010 at City Hall, Discovery Well Park, Reservoir Park, and the Signal Hill Library on or before November 3, 2023. A summary of the Ordinance would also be published in the Signal Tribune newspaper per Government Code §65091(a)(4) on or before November 3, 2023. Second reading of the Ordinance would be agendized for the November 14, 2023, City Council meeting; the Ordinance would be effective 30-days thereafter.
Waive the Reading of All Ordinances
Wherein the titles appear on the public agenda, said titles shall be determined to have been read by title, and further reading is waived. The purpose of waiving the reading of ordinances in full and authorizing reading by title only is to help streamline the Council meeting process, to avoid unnecessary delay and to allow more time for substantive discussion of items on the agenda.
