A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SIGNAL HILL, CALIFORNIA, ESTABLISHING A POLICY FOR THE USE OF THE COMMEMORATIVE CITY SEAL AND LOGO FOR THE CITY’S CENTENNIAL YEAR WHEREAS, the City of Signal Hill (“City”) recognizes the importance of developing unique graphics to reinforce and City’s distinctive identity; and WHEREAS, Chapter 1.02 of the City’s Municipal Code establishes the regulations for the use of its official City Logo and City Seal; and WHEREAS, in 2024, the City will celebrate its 100 year anniversary since its date of incorporation; and WHEREAS, to commemorate the foregoing, the City Council established and appointed members to the Centennial Celebration Committee in 2022 (“Committee”); and WHEREAS, the Committee is tasked with redesigning a new seal that contains elements identifiable as being unique to Signal Hill, including a tribute the City’s early Native American population, the City’s flower (Zinnia), and an oil derrick, including developing and designing a unique anniversary City seal and logo; and WHEREAS, the City seal and logo developed by the Committee is similar in design to the City’s official City Seal depicted in Municipal Code Section 1.02.020(A), but differs in that it has an outer circle with the years commemorating the anniversary around the official city seal; and WHEREAS, the proposed commemorative seal and logo shall not replace the City’s official City Seal. Rather it is an anniversary logo designed to commemorate the City’s 100th anniversary and shall only be used for City official business from January 1, 2024 to December 31, 2024; and WHEREAS, pursuant to Section 1.02.150(C) of the City’s Municipal Code, the City Council may adopt a policy for the official use of the City Seal, general city logo or anniversary logo by Resolution; and WHEREAS, as set forth in the proposed policy, the City’s commemorative seal and logo should only be used when conducting official City business as unauthorized use of the anniversary logo may mislead the public; and WHEREAS, in addition to penalties available under state law, unauthorized use of the City’s seal, logo and anniversary logo, constitutes a misdemeanor, the penalties of which include a fine of up to $1,000 and/or imprisonment for up to six (6) months.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Signal Hill hereby adopts the below image as the City’s centennial Seal and Logo. The City’s centennial Seal and Logo features new seal that contains elements identifiable as being unique to Signal Hill, including a tribute the City’s early Native American population, the City’s flower (Zinnia), and an oil derrick. The commemorative City Seal and Logo shall only be used for official City business for the Centennial year, from January 1, 2024 to December 31, 2024.
Section 2. The City Council hereby adopts the “Signal Hill Commemorative Anniversary City Seal and Logo Policy” attached hereto as “Attachment A”.
Commemorative Anniversary City Seal and Logo Policy
Purpose
The City Council of the City of Signal Hill adopted a commemorative anniversary City seal and logo for the City’s centennial anniversary (100-year anniversary) via Resolution No. ____ . The purpose of this policy is to establish a policy and procedures regarding its use.
Authorization of Use
The commemorative anniversary City seal and logo may be displayed subject to the same conditions of use as outlined in the Signal Hill Municipal Code Chapter 1.02 City Seal and Logo.
Commemorative Anniversary City seal and logo may be used for promotion of the City’s Centennial Anniversary effective January 1, 2024 through December 31, 2024.
Prohibited Uses
The commemorative anniversary City seal and logo are subject to the prohibited uses outlined in the Signal Hill Municipal Code Chapter 1.02.
Altering of Commemorative Anniversary City Seal and Logo The commemorative Anniversary City Seal and Logo may not be used by any entity outside of the City without explicit permission from the City, and may not be altered in any way, shape or form.
Section 3. This resolution shall become effective immediately upon its adoption.
