BY: KIMBERLY BOLES

SENIOR DEPUTY CITY CLERK
SUBJECT:
2024 COMMEMORATIVE FLAG DISPLAY SCHEDULE
Summary:

The City Council will consider adopting the 2024 Commemorative Flag Display Schedule by resolution.

Strategic Plan Goal(s):

Goal No. 5 High-Functioning Government: Strengthen internal communication, recruitment, retention, systems, and processes to increase the effectiveness and efficiency of City services.

Recommendation:

Adopt the resolution, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, ADOPTING THE 2024 COMMEMORATIVE FLAG DISPLAY SCHEDULE
Fiscal Impact:

There is no fiscal impact associated with the recommended action. Pursuant to the City Council’s adopted Commemorative Flag Policy, any flag scheduled for display would be purchased by the requesting party and provided to the City for the duration of the display.

Background and Analysis:

At the November 14, 2023 City Council meeting, the City Council directed staff to prepare a resolution memorializing the commemorative flags selected to be displayed for calendar year 2024.

resolution memorializing the commemorative flags selected to be displayed for calendar year 2024.

Additionally, City Council directed staff to review the proper display of national flags in recognition of the Cambodian and Thai New Year during the month of April 2024. Staff researched the United States Flag Code - American Legion (Attachment A), and its sub-section 7(g), et. Seq. states as follows:

When flags of two or more nations are displayed, they are to be flown from separate staffs of the same height. The flags should be of approximately equal size. International usage forbids the display of the flag of one nation above that of another nation in time of peace.

The City’s Commemorative Flag Policy (Attachment B) specifically states:

Section 5. Commemorative flags shall be displayed beneath the City of Signal Hill flag on the same flagpole.

To avoid improper flag etiquette as it relates to national flag displays, staff is proposing the City Council consider alternative designs commemorating the Cambodian and Thai New Year for the month of April 2024, as shown below. Staff prepared these examples for discussion purposes and would collaborate with the respective communities to finalize the design.

The proposed 2024 Commemorative Flag Display Schedule is shown in Attachment C. Based upon City Council direction regarding the commemorative flags for the Cambodian and Thai New Year, staff would amend the schedule and resolution to reflect the direction provided by the City Council.
