The dates and times of the proposed board meetings are scheduled within the Signal Hill Library’s operating hours, which would not require additional staffing support. Additionally, the Learning Center set-up of tables and chairs for the City’s general programs remains the same for the proposed FOSHL meetings.
FOSHL requested approval to display two (2) banners at the Library’s Signal Point Terrace, and on Hill Street and Temple Avenue, approximately two weeks before the proposed book sales, in addition to use of the following equipment and City supplies:
· Ten (10) tables;
· Four (4) chairs;
· Three (3) library book carts;
· Library entryway as an extension of the Community Room; and The City’s Waiver of Fees Policy allows the City Council to waive fees based on specific criteria (Attachment B):
a. The applicant must be a Signal Hill resident and provide proof of residency. b. The individual or organization must have nonprofit status with the Internal Revenue Service and provide proof of nonprofit status to City staff.
c. The organization’s primary focus must be serving the residents of Signal Hill. Organization must provide proof to the City demonstrating such service by way of programs, services or activities offered to the community.
d. The organization’s voting board must be comprised of at least 51% Signal Hill residents.
Staff reviewed the City’s Waiver of Fees Policy and confirmed that FOSHL meets the criteria stated in the policy. Staff recommends City Council approve the facility and staffing fee waiver request for the use of the Signal Hill Public Library Learning Center for the requested meeting dates, and two fundraisers in May and October; including the use of City equipment and supplies and display of banners.
