A Regular Meeting of the Signal Hill City Council was held in-person in the Council Chamber on December 12, 2023.

The City Clerk presided over the selection of Mayor and declared nominations open for Mayor.
Council Member Copeland nominated Council Member Woods for Mayor.

Council Member Jones nominated Council Member Woods for Mayor for January through April 2024, Council Member Copeland for Mayor for May and June 2024, Council Member Jones for July and August 2024, Council Member Hansen for September and October 2024, and Council Member Wilson for November and December 2024.
The City Clerk declared the nominations closed.
The following vote resulted:

b. PROFESSIONAL CONSULTANT SERVICES AGREEMENT WITH DUDEK TO
PREPARE AN UPDATE TO THE WATER MASTER PLAN AND RATE STUDY It was moved by COUNCIL MEMBER HANSEN and seconded by VICE MAYOR WILSON to authorize the City Manager to enter into a Professional Consultant Services Agreement with Dudek for the preparation of an update to the 2018 Water Master Plan and 2019 Rate Study, for a 9-month term contract (with one 3-month extension) for a not-to-exceed contract amount of $336,423, in a form approved by the City Attorney; authorize the Public Works Director to utilize a project contingency of up to 10% ($33,642.30); and adopt Resolution No. 2023-12-6772.

It was moved by VICE MAYOR WILSON and seconded by COUNCIL MEMBER HANSEN to receive and file the City’s Annual Comprehensive Financial Report (ACFR) for FY 2022-23; direct staff to return in January with proposed appropriations for the FY 2022-23 General Fund operating surplus; and direct staff to distribute copies of the ACFR for FY 2022-23 as required, as well as to the Office of the City Clerk to be placed on file for the general public and posted on the City’s website.

Council Member Jones wished everyone a happy and safe holiday season; announced the Signal Hill Chamber holiday event on Friday, December 15, and encouraged everyone to check out City events put on by the Parks, Recreation and Library Services department.
Vice Mayor Wilson requested staff provide an update regarding the traffic signal on 20th Street and Redondo Avenue at the next City Council meeting; requested outreach to local businesses for participation during the City's 100th Anniversary; wished everyone a happy and safe holiday, and reminded everyone to shop Signal Hill.

(9) ADJOURNMENT
It was moved by COUNCIL MEMBER HANSEN and seconded by COUNCIL MEMBER COPELAND to adjourn tonight's meeting to the next regular meeting of the Signal Hill City Council on Tuesday, January 9, 2024 at 7:00 p.m. There will be no Signal Hill City Council meeting on December 26, 2023.
MAYOR WOODS adjourned the meeting at 7:10 p.m.
