Reference: Proposal for Valve Exercising Program
Dear Mr. Bekele:

Grace Environmental Service, Inc. (GES) is excited to present the attached Valve Exercisiong Program cost table and honored that the City of Signal Hill considered GES to be a Signal Hill service provider.

We are a full-service utility maintenance, management, and oversight organization, with broad operational and maintenance experience and a highly successful and proven record providing water and wastewater services to a wide array of projects.

Entrusting your City to GES assures you and your community a safe, cost-effective alternative, while delivering professional services. Our team has many years of experience with distribution system operation, maintenance, and valve exercising.

GES's team for City of Signal Hill's valve exercising program includes:

Eric Jensen, D4, T5, AWTO3 Project implementation
Michael Thompson, PE C-053696 Database, documentation & mapping Charles Grace, JD, D3, T4, G3 Project oversight
Revilla Hollands, D2, T2 Field operation
Luis Gill, Maintenance Tech I| Field operation
GES will;
Implement traffic control measures to ensure a safe area.

Allocate an identification number for each valve.

Inspect each valve and valve box thoroughly.
• Document and map the following information for each valve:

ID number, street, cross street, location (in relation to street centerlines), size, type, turns, torque, condition (inoperable, poor, fair, good), depth, size, with operating comments (packing leaks, broken nuts, etc.).
• Establish a comprehensive database containing all valve-related information. • Furnish a map:
pinpointing the exact coordinates of each valve's location and conduct exercising and functionality tests.

After review of information provided by Signal Hill, GES calculates that Signal Hill's current valve exercising ettort cost is $329.00 per valve. GES's proposal reduces the current cost to $137.78 per valve representing a significant cost savings to Signal Hill while providing a detailed, comprehensive, and effective program.

The City of Signal Hill is also required to perform a lead line survey mandated by the State of California. The State Water Resources Control Board, through the Division of Drinking Water (DDW), enforces the California Lead and Copper Rule (CA LCR), which is aligned with the U.S. Environmental Protection Agency's (US EPA's) Lead and Copper Rule (LCR). The US EPA maintains the October 16, 2024, compliance date for the lead service line inventories.

GES proposes to perform the lead line survey at $159.60 per hour for the initial task of completing the survey, using construction records, plumbing codes, water system records and customer building plans as available. In the event field staff need to be utilized to perform as needed distribution inspections, field staff from the valve exercise program will be made available at a rate of $126.78 per hour. Given that valve exercise field staff is already in the area, GES is confident this approach will efficiently and cost effectively complete both the valve exercising and lead line survey tasks.

As a registered Disabled-Veteran-Owned Small Business and a Department of Industrial Relations (DIR) registered business, Grace Environmental Services takes pride in every project and is committed to providing the City of Signal Hill with the most reliable and efficient valve exercising program and lead line survey.

Sincerely,
Charles Grace
