Contract
In May 2022, the City received an award of $5 million from Senator Gonzalez’s office through the California Arts Council for design and construction of a new amphitheater. The grant’s timeline calls for completion of the project by June 2026; staff’s proposed implementation plan accounts for the use of this grant funding during the first phase of the project.
On July 25, 2023, the City hired John Kaliski Architects, Incorporated (JKA) to prepare the Civic Center Master Plan. Work began in August 2023, and a series of community engagement efforts have taken place to date; including regular social media and website postings and updates; two online surveys.
Following the community and stakeholder input efforts, JKA prepared three preliminary design options for City Council review and input with the goal of selecting one preferred design alternative.
Staff will make a final presentation on the selected design and updated costs and schedule during the second quarter of 2024.

IMPACT SUMMARY
ACHIEVING FUNCTIONAL ZERO
Strategic Goal Highlight:
A Pathway Home
60 Pathway Home
In March, 2024, the City of Signal Hill became the first City in Los Angeles County to achieve Functional Zero.
Functional Zero is that point when a community’s
homeless services system is able to prevent
homelessness whenever possible and ensure that when
homelessness does occur, it is rare, brief and one-time. the Los Angeles Homeless Services Authority (LAHSA)
and nonprofit service provider PATH led outreach efforts to bring the unsheltered individuals indoors, leveraging the trusting relationships they had established with the encampment residents and providing ongoing
engagement and support leading up to the day of the
operation.
Pathway Home is an LA County Homeless Initiative-led encampment resolution program that is a critical component of the County’s comprehensive response to the local emergency on homelessness adopted by the Board of Supervisors in 2023. By leveraging emergency powers and partnerships with local jurisdictions, Pathway Home is a full-circle solution that brings people off the streets into immediately available interim housing accompanied by a comprehensive suite of supportive services and, ultimately, into safe, permanent homes The LA County Department of Mental Health’s
Homeless Outreach and Mobile Engagement
(HOME) Team provided field-based support
