Chief Environmental Health Specialist, LEA
Los Angeles County Public Health - Environmental Health Solid Waste Management Program - Local Enforcement Agency (SWMP-LEA) 5050 Commerce Drive, Baldwin Park, CA 91706
Dear Ms. Gork,
On February 6, 2024 pursuant to 17210.3 of the California Code of Regulations (CCR) Title, the LEA granted an Emergency Waiver to the Terms and Conditions of the EDCO Recycling and Transfer Station, Solid Waste Facility Permit #19-AA-1112 during the State of California declared emergency resulting from the winter storms.
As a result of the continued declared emergency as issued on May 3, 2024 by Governor Newsom and consistent with 17210.2 (d) of the California Code of Regulations (CCR) Title 14, we respectfully request the LEA continue an extension of the Emergency Waiver and Terms and Conditions of the EDCO Recycling and Transfer Solid Waste Facility Permit #19- AA-1112 through the declared emergency and for an additional 120 days. As required in section 17210.5 of the CCR, we will continue to submit 90-day status reports.
The listing of the existing solid waste facilities permit terms and conditions to be waived in order to facilitate recovery and disposal of disaster debris in the event of a declared disaster or emergency is a variance in incoming tonnage from the permitted 1,500 tons per day to 2,500 tons per day. As identified in Section 3.1.2.2. Design Capacity of the TPR, the facility maximum load out is 6,336 tons per 24 hour day. As identified in Section 3.1.2.1 of the TPR, the tipping floor is capable of receiving and storing up to 3,664 tons of material.
There is no remaining disposal capacity impact at the solid waste disposal facility at the time of the request as it is a Material Recovery Facility / Transfer Station. As outlined in Section
3.12.1 Materials Separation and Sorting operations will continue as a facility-related diversion program. EDCO will continue to accept source separated recycling and transfer to processing facilities for diversion. EDCO is not aware of any immediate temporary transfer or processing sites for disaster debris storage for future reuse or recycling.
ER&T anticipates seeing an increase in flood debris tonnage during this State of Emergency.
The additional tonnage can be accommodated utilizing our existing equipment and facility infrastructure. Transfer truck and trailers from our overall operations will be sent to EDCO Recycling & Transfer to ensure waste is removed within 48 hours per State law.
Thank you for your consideration of our request.
