RESOLUTION NO. 2024-06-XXXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING THE CLASSIFICATION AND COMPENSATION PLAN TO INCLUDE THE ASSISTANT CITY CLERK, CODE ENFORCEMENT OFFICER, DEPUTY DIRECTOR OF PARKS, RECREATION AND LIBRARY SERVICES, POLICE CORPORAL AND TITLE CHANGE FOR THE COMMUNITY SERVICES DIRECTOR WHEREAS, Section 2.80.060 (Classification Plan) of Chapter 2.80 of the City of Signal Hill Personnel System Rules and Regulations requires the City Manager or designee prepare and maintain the Classification Plan which shall consist of classes of positions in the City competitive service as approved by the City Council in adopting, amending or revising the plan; and WHEREAS, Section 2.80.060 (Classification Plan) of Chapter 2.80 of the City of Signal Hill Personnel System Rules and Regulations requires the City Council to approve changes to the classification plan, thereby approving new class specifications; and WHEREAS, Section 2.80.200 (Preparation of Compensation Plan) of Chapter 2.80 of the City of Signal Hill Personnel System Rules and Regulations requires that City Council approve the City’s compensation plan, including any changes thereto; and WHEREAS, the City Manager, recommends that certain organizational and administrative updates to the Classification Plan be made, effective as of July 1, 2024 (except where otherwise indicated); and WHEREAS, there is a need to establish the new positions of Assistant City Clerk, Deputy Director of Parks, Recreation and Library Services, Police Corporal, and Code Enforcement Officer, to serve specific roles and fulfill duties for their respective Departments; and WHEREAS, there is a need to revise the title of Community Services Director to Parks, Recreation and Library Services Director; and WHEREAS, the proposed budget for Fiscal Year 2024-25 contains necessary funding for the purpose of establishing the new positions of Assistant City Clerk and Police Corporal for the City of Signal Hill.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Signal Hill as follows:
Section 1. The City Council, based on the presentation and written report of the City Manager finds that the foregoing recitals are true and correct and further finds that the Human Resources Manager, as the City Manager’s designee, has substantially complied with the procedural requirements of Section 2.80.060 (Classification Plan) and Section 2.80.200 (Preparation of Compensation Plan) of Chapter 2.80 of the City of Signal Hill Personnel System Rules and Regulations.
Section 2. The City Council hereby adopts the following classifications into the City’s classification plan as full-time personnel, as set forth in Exhibits A-D of this Resolution, effective July 1, 2024 (except where otherwise indicated):

Parks, Recreation and Library Services Director (title change only) (Exhibit D) Section 3. The City Council hereby adopts the following classification into the City’s classification plan as part-time personnel, as set forth in Exhibit E of this Resolution, effective July 1, 2024 (except where otherwise indicated):

Section 4. The City Clerk shall attest and certify to the passage and adoption of this Resolution and enter it into the book of original resolutions, and it shall become effective immediately upon its approval.
