3. RESPONSE TO QUESTIONS:
Question Response
1 Is the city looking for lease or purchase of décor? The City is looking to lease all décor and lights. 2 How tall should the tree be in front of City Hall?
The tree should be a minimum of 15 feet, but the
City is open to the bidder making
recommendations on the height of the tree based
on cost, as well as the surrounding environment
including the height of City Hall.
3 Is the city open to a multi-year program?
The City is potentially open to a multi-year
program. It would be based on funding
availability, evaluation of first year, and would
have to be approved by the City Council on an
annual basis.
4 Will we have an opportunity to do site visits with
you or someone from the City before the proposal
is due, so we fully understand the scope of work?
The City will not be facilitating site visits with
bidders before the proposal is due. Bidders are
expected to visit the site on their own to
adequately assess the ability to fulfill
requirements of the RFP.
4. ADDITIONAL ADDENDUM(S) TO BE ISSUED:
The City will further update the “RFP - Outdoor Holiday Lights & Decorations” scope and answer additional questions not addressed on or before Friday, May 24, 2024.
All other aspects of the project documents not specifically mentioned in the Addendum, remain in effect and applicable.
Sincerely,
Alyssa Christenson
Management Assistant

ADDENDUM NO. 2
This is a modification to the bid package for the above-mentioned project and shall be considered as Addendum No. 2. All bidders are required to incorporate all necessary changes, additions, or deductions into their proposals. This Addendum includes the following:
1. RESPONSE TO QUESTIONS:
Question Response
1 Where is available power in the park area?
Signal Hill Park has power available at the
following locations the band shell/amphitheater,
electrical box off Jessie Nelson Circle to the west
of the stairs, power outlet off Jessie Nelson Circle
to the east of the stairs, City Hall, Library Zinnia
Courtyard, and Community Center.
See map included on Page 16 of RFP for
reference.
2 Is the photo of the spiral tree in the examples of
light displays the type of tree the city would like to
use for the tree lighting ceremony?
The City is open to utilizing a tree of this style or
an alternate style of a festive tree. The tree will be
placed in front of City Hall and used as the key
visual piece for the Tree Lighting Ceremony.
3 How many trees in each location should be
wrapped?
This will ultimately be based on cost. The site that
is the highest priority for tree wrapping is Signal
Hill Park. The second priority for tree wrapping is
the landscape around City Hall. The third priority
is lighting trees along Cherry Ave. Tree wrapping
at the other sites would be nice to have, but not
mandatory. Ideally, the City will work with the
Vendor to be able to scale up and/or down on how
many trees are lit at each site.
See map included on Page 17 in the RFP for tree
counts in and around Signal Hill Park.
4 Is there power access at the base of the trees on
Cherry Ave.?
Median on Cherry between E. 29th St. to E.
Spring St. - 6 Palm trees. Power is available at
each tree.
Median on Cherry between E. Hill St. to E.
Burnett St. - 17 Trees. A possible 110 power
source is available. Possible lighting would need
to be low voltage to remain above ground.
All other medians on Cherry Ave. from Spring St.
to PCH do not have any trees or power.
5 Is there storage in the City for holiday décor and
lights?
The City would be asking the vendor to store and
house any holiday lights and décor not actively in
use.
6 Does the City currently have funds budgeted to
support a multi-year program outside of current
year?
The City intends to enter into a one year term
agreement with the selected vendor with the
possibility of a two additional, one-term
extensions contingent on available funding and
City Council approval.
7 Are there any past photos of Signal Hill Holiday
Lights?
No. This is the first year we are undertaking this
project.
8 Are there any themes, colors, or images that the
City is looking for in the proposed designs?
There are no specific colors or overarching
themes. One consideration is to make the
environment engaging, interactive and familyfriendly (holiday cheer). The only other possible consideration could be Signal Hill historical/cityspecific imagery including the celebration of the City’s 100th Anniversary, oil discovery, Model-T
Hill Climb, dinosaurs (library’s apatosaurus and
pterodactyl), Native American smoke and fire
signals (Signal Hill as a beacon).
9 Does the proposal have to match $60,000 exactly?
No. $60,000 is a cost estimate. The City is open to
bidders proposing different features for each site
(Signal Hill Park, City Hall, Police Department,
Library, Community Center, Featured Tree for
Tree Lighting Ceremony, and Cherry Ave
Lighting and Décor) at different prices. Bidders
are encouraged to list out different features that
will allow the City to be flexible in customizing
each site as it relates to both atmosphere and
expense.
