Year 2023-24 City Capital Improvement Project budget allocated $68,952 from the City’s Community Development Block Grant (CDBG) funding for this project. The City Council also allocated an additional $71,026 from the Fiscal Year 2024-25 CDBG funds for this project; the remaining $9,417 would be utilized from FY 24-25 CIP Reserve for the ADA/Ramp Installation Project.

Background and Analysis:

The City’s Sidewalk Maintenance Program consists of conducting sidewalk inspections and preparing a report that locates and prioritizes damaged sidewalks based on the degree of vertical displacement and the relative amount of foot traffic within the area. Subsequently, the report establishes a schedule for necessary sidewalk repairs, adhering to the guidelines outlined in the City’s sidewalk inspection policy. Repairs of the locations listed in the report are completed through the City’s Annual Sidewalk Repair Project.

In addition, in 2022, the City’s on-call City Engineer Consultant reviewed the City’s existing curb ramp inventory and prioritized the construction of missing ADA curb ramps at various locations within the City. In March 2024, the Public Works Department procured services from Kreuzer Consulting Group, the City’s on-call Engineering Consultant, to perform a field survey, base mapping, design, plans, specifications and estimates for the construction of the ten missing curb ramps.

This specific project consists of the construction of ten new ADA curb ramps at various locations within the City, manhole and water meter adjustment, removal and replacement of concrete crossgutters, curb & gutter, and approximately 730 square feet of sidewalk adjacent to the proposed ADA curb ramps.

Bid Circulation Process
On May 10, 2024, the City posted a Notice Inviting Bids at the City’s public notice locations, sent to subscribers through the City’s website, and posted on Planetbids via the City's online portal. In addition, the City held a non-mandatory pre-bid virtual meeting on May 17 to inform prospective bidders of the opportunity, review the scope of work, and review the federal CDBG funding requirements.

Contractor Selection
MAJ Engineering submitted the apparent low bid of $135,814 and submitted all required documents and bid bonds prior to the closing date and time. Staff conducted reference checks on the company’s listed projects in the Statement of Qualifications and verified that MAJ Engineering is properly licensed to perform the work under this contract. Additionally, staff submitted a bid opening report and bid package compliance responsiveness report to the Los Angeles County Development Authority, as required to ensure compliance with Federal Funding Requirements. After reviewing the company’s bid documents, staff found all documents to be complete and in good order and determined that MAJ Engineering is the lowest responsible bidder.

Next Steps
Upon contract execution and submittal of all required contract documents, staff would issue a Notice to Proceed to the contractor. Construction is estimated to start in August 2024 with completion within the following 30 working days.
