RESOLUTION NO. 2024-09-XXXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, TERMINATING THE PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY BY THE CITY MANAGER OF THE CITY OF SIGNAL HILL, AS DIRECTOR OF EMERGENCY SERVICES WHEREAS, on February 6, 2024 Governor Gavin Newsom proclaimed a State of Emergency for eight counties in Southern California relating to a series of winter storms impacting the area; on February 7, 2024 the City Manager of the City of Signal Hill, as Director of Emergency Services, signed a proclamation of a local emergency in response to the February 2024 winter storm activity; the emergency proclamation was ratified and adopted by City Council on February 13, 2024; on April 15, 2024 President Biden approved an Major Disaster Declaration for California and made available federal disaster assistance; and WHEREAS, the emergency proclamation adoption provided the City of Signal Hill with necessary emergency powers to aid in the response, recovery, and mitigation of damages incurred by the February 2024 winter storms; and WHEREAS, the emergency work that was required at Panorama Promenade and Molino Avenue and 20th Street has been completed as of June 23, 2024; and WHEREAS, California Govt. Code section 8630(d) states, “The governing body shall proclaim the termination of the local emergency at the earliest possible date that conditions warrant.”; and WHEREAS, the City Manager, as Director of Emergency Services, determines that it will not be necessary to keep the Proclamation in effect and desires to inform the public that the Proclamation will terminate at this time.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The Proclamation of Existence of a Local Emergency, as issued by the Director of Emergency Services on February 7, 2024, is hereby terminated effective the adoption of this resolution.
