Dear Ms. Jenkins:
Thank you for notifying the City of Signal Hill regarding the City’s tentative Year 5 Permanent Local Housing Allocation Program (PLHA) for Urban County Participating Cities. The City is pleased to know that the estimated grant allocation for Year 5 is $31,874.
The City of Signal Hill is a proponent of providing affordable housing. To date, Signal Hill has produced 100% of its very low and low income housing allocation from the 5th Cycle Regional Housing Needs Assessment (RHNA) allocation and are working with our housing development and management firm, National CORE to proceed with site acquisition, remediation and development of or first 6th Cycle housing element affordable housing project. With the assistance of PLHA grant funds along with funds from other grants, Signal Hill intends to meet its housing obligations under the 6th Cycle RHNA allocation. The 6th Cycle RHNA allocation, is more than three times larger than the 5th Cycle allocation.
Exhibit A, the “Proposed Activities for Year 5 of the State PLHA Program,” is attached as well as a resolution approved by the City Council on February 11, 2025. The approved resolution discusses the City’s needs for funds to assist with acquisition, assessment, and remediation of existing constraints to development of properties identified for affordable and moderate income housing. The Signal Hill pre-development work is somewhat unique and costly due to the City’s historic and ongoing oil production as well as geologic conditions.
