RESOLUTION NO. 2026-02 -XXXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, ADOPTING THE BUDGET MANAGEMENT POLICY AND AMENDING ALL PRIOR BUDGET AMENDMENT POLICIES AND GUIDELINES WHEREAS, the City Council of the City of Signal Hill adopts an annual budget each year by resolution to serve as the City’s financial plan; and WHEREAS, the City of Signal Hill desires to establish clear, standardized guidelines for making adjustments to the annual budget to improve financial controls and transparency; and WHEREAS, the proposed Budget Management Policy has been developed to align with best practices and to provide a structured process for budget modifications through a tiered approval system; and WHEREAS, the City Council finds that adopting a formal Budget Management Policy ensures that all budgetary adjustments are handled with consistency, appropriate oversight, and enhanced transparency through regular reporting.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
The Budget Management Policy, attached hereto and incorporated herein by reference as though fully set forth, is hereby adopted as the Budget Management Policy of the City of Signal Hill.
This Policy shall supersede and replace the existing Budget Amendment Policy and any other prior administrative budget guidelines or customs previously in effect.
The City Council hereby authorizes the City Manager to implement the Policy and to make necessary administrative or non-substantive amendments to the Policy’s procedures, forms, and internal workflows without further action by the City Council, provided such changes remain consistent with the approval thresholds established herein.
