CITY OF SIMI VALLEY

MEMORANDUM
Janu
ary 10, 2022
TO: Cit
y Council
FR
OM: Office of the City Manager
SUBJ
ECT: SELECTION OF RECIPIENTS TO RECEIVE 2022 SPECIAL EVENT

SUPPORT GRANTS AND AUTHORIZ E THE CITY MANAGER TO

EXECUTE GRANT CONTRACTS WITH RECIPIENTS

RECOMMENDATION
It is recommended that the City Council adopt the recommendation of the Special Event Support Review Committee regarding 2022 Special Event Support Grants and authorize the City Manager to execute grant contracts with the recipients.

BACKGROUND AND OVERVIEW
In January 2014, the City Council adopted a policy for City Support of Special Events (Attachment A) and an associated grant program, budgeting $25,000 per year for the program. The Cit y accepted applications for events taking place in 2022 and received six applications requesting approximately $30,000 in grants.

In accordance with the policy for City Support of Special Events, the City Council appointed a Special Event Support Review Committee on November 8, 2021. The Committee is comprised of one member from each of the City’s four Neighborhood Councils and one member from the Council On Aging. The Committee held a public meeting to review all applications and recommended that grants be awarded for all six special events. It is recommended that the City Council adopt the recommendation of the Committee for funding in 20 22 and authorize the City Manager to execute contracts for grants with those recipients.

FINDINGS AND ALTERNATIVES
Pursuant to City Council -adopted policy, applicants for City Support of Special Events must meet several criteria. First, applicants must obtain a Special Event Permit from the City for their events. Applicants must also be non-profit organizations recognized by the Internal Revenue Service (IRS). All applicants provided federal Employer Identification Numbers ( EINs) that staff verified as IRS -recognized non- profit organizations.

AGENDA ITEM NO.

Consent (1)
All applicants must also have a Board of Directors, have meetings by those Boards of Directors open to the public (at the time of application), and agree to provide a report back to the City describing how the funds were used and containing the outcomes of anything described in the recipient’s application for funding. All applicants have a Board of Directors, have meetings open to the public, and have agreed to provide a report to the City as described.

The Special Event Support Review Committee met on December 15, 2021, to review the six applications received by the City and make funding recommendations to the City Council. Pursuant to the City’s policy, the Committee was directed to incorporate the following preferences into its recommendations:

• Preference to fund events where event proceeds are used locally within Simi Valley
• Preference to fund events with greater community/public benefits over events with lesser community/public benefits

After hearing presentations from the applicants and reviewing all applications, the Committee recommended funding applications as shown in the table below:

Applicant Event Request Recommended Page
Friends of the Simi Valley
Police Explorers – Post 2910 Cops & Cruisers Car Show $5,000 $5,000 8 Kiwanis Club of Simi Valley Round-Up Country Music

Rotary Club of Simi Sunrise Happy Face Hill Music Festival $5,000 $4,000 12

Simi Valley Chamber of

Simi Valley Cultural Arts
Center Foundation Simi Valley Arts Showcase $5,000 $3,500 16 Simi Valley Rotary
Charitable Foundation Co-Ed Softball Tournament $2,500 $2,500 20

The Draft Action Minutes for the Committee’s meeting are provided as Attachment B.

The City Council has the authority to modify any of the Special Event Support Review Committee’s recommendations, and all applications are provided as Attachment C.

The City’s adopted FY 2021-22 Annual Budget contains $25,000 in funding for the 2022 Special Event Support Grant Program. Pursuant to past City Council direction, grants will be paid out upon execution of a contract with a grantee , regardless of whether the event takes place in FY 2021-22 or FY 2022-23. Authorizing the City Manager to execute the grant contracts will speed up the grant payment process, as approval of each contract would otherwise require action by the City Council at a subsequent meeting.

2 The following alternatives are available to the City Council:

1. Adopt the recommendation of the Special Event Support Review Committee for 2022 Special Event Support Grants and authorize the City Manager to execute grant contracts for those grants with recipients;

2. Modify the list of recipients recommended by the Special Event Support Review Committee to receive 2022 Special Event Support Grants, and authorize the City Manager to execute contracts with recipients;

3. Do not award grants for the 20 22 Special Event Support Grants, and provide staff with other direction.

Staff recommends Alternative No. 1.

SUGGESTED CITY COUNCIL MOTION

I move to adopt the recommendation of the Special Event Support Review Committee regarding 2022 Special Event Support Grants, and authorize the City Manager to execute grant contracts with the recipients.

SUMMARY

Each year, the City provides $25,000 in Special Event Support Grants to non- profit organizations. For 202 2 events, the City received six applications requesting approximately $30,000 in City support. The Special Event Support Review Committee reviewed the applications and recommended that all six receive funding. It is recommended that the City Council select these six recipients recommended by the Special Event Support Review Committee to receive 2022 Special Event Support Grants and authorize the City Manager to execute grant contracts with recipients.

It was also explained that once the Committee came to a final consensus, a vote among Committee members would be required. ROUND-UP-Country Music Festival was established in 2013 as a way to bring a fun country music experience to the Simi Valley Community while benefiting the many worthy projects of the Kiwanis Club of Simi Valley.

Our 2022 event will be held on Saturday, April 2, 2022 at Rancho Santa Susana Community Park. Gates will open at approsimately 11:00 AM with non-stop music until 9:30 PM. We are anticipating a crowd of approximately 8,000 fun people.

ROUND-UP is Simi Valley s largest one-day charity music festival and includes live country music , food and craft vendors, a kids area, silent auction, beer and wine concessions, games, Sassy's Saloon, generous sponsorship opportunities and a full day of fun for our guests.

It is extremely costly to bring an event like ROUND-UP to life. We will use the grant monies for things such as police and security services to keep our attendees safe, for the infrastructure of the event including necessary fencing, toilets, power, etc.

We are submitting this grant application in hopes of being selected to receive financial assistance with our 2022 event. As you can imagine, putting on event of this magnitude requires not only a significant amount of manpower and coordination from our amazing volunteers, but also a considerable amount of money to make it happen logistically. Some of this includes fees for entertainment, staging, fencing, toilets and sinks, police services, traffic plan, shade tents, tables and chairs, insurance, just to name a few. It is a fun, but very expensive undertaking! In addition, in order to bring people to the event to enjoy the event, a great deal of costly advertising is also required.

The Country music genre is not only popular here in Simi Valley, but throughout Southern California. We are proud of the fact that this event draws country music lovers from all over, who will support our local economy. Of the ticket sales we have generated for this event, close to 35% are from areas other than Simi Valley!
ROUND-UP has a huge impact on so many .the people who come out and enjoy the event, but just as important are those who those who reap the benefits of it s success. These include scholarships for deserving high school seniors, service leadership programs for kids from ages 5-18 in all school grade levels as well as adults with developmental disabilities, the Free Clinic of Simi Valley, the Boys and Girls Club of Simi Valley, the Samaritan Center, ROUND-UP Against Hunger food collection program, the new Kiwanis Reading Oasis at Berlywood Elementary, Car Seat ID Stickers to support our Pediatric Trauma Program, various programs that help our Senior Citizens, Veterans, and Historical Society. The more we make...the more we can help others.

We are grateful for the City for making funds available to assist those organizations that dedicate their time and talents for the benefit of others in our community. We hope to be considered as one of the organizations to receive a portion of these funds.

Please feel free to contact me at 805-732-4584 should you have any questions .

Thank you again!

The purpose of this event is to provide an opportunity for small businesses and non-profit organizations to showcase their goods and service in front of community members and help with the economic development of our City.

The event, which includes the City Expo, draws over 350 vendor booths including local businesses, non-profit organizations, crafters, City services, etc. The event is FREE to the public and includes a Kids Zone, local entertainment, a beer garden, City department representation (Emergency Expo) and a full day of FUN! It is a true community event of which we are so proud to present! Funds from this grant will be used to offset some of the costs associated with putting on an event of this magnitude, including the traffic plan, SVPD expense (public safety), security, etc.

We respectfully request consideration for grant funding support for the 2022 Simi Valley Street Fair on April 30, 2022. The City and the Chamber have a very strong relationship, which is evident in the planning of this event, as we work with various City departments on street closures and staging of the City Expo. The Chamber assumes almost all costs for the many facility fees which include: K-Rails (for the street closure), traffic cones and signs, City traffic plan requirements, police services, event signage, staging, event promotion, clean-up, etc.

In addition, the Chamber spends a significant amount of time, money and resources on promoting the event and creating new ways to expand and enhance the experience for all involved.

Our marketing efforts also benefit the City Expo and ultimately the City through resident engagement and by attracting outside visitors.

Because of our marketing and advertising efforts, we have built the largest community event that boasts over 19,000 in attendance each year.
45% of our vendors are local business and 25% are local non-profit organizations. We are proud of the invaluable exposure that the Simi Valley Street Fair provides to these businesses and organizations as an opportunity to get their word out to thousands of people at minimal cost. The additional 30% of our vendors are made up of food and craft booths which bring additional fun and shopping to the event.

The requirements for executing an event of this magnitude are extremely costly and significantly impact our bottom line, therefore, and to ensure the continued success of this growing event, financial assistance from the City would be so helpful and most appreciated.

Thank you for your consideration of this request.

17 1. The Simi Valley Cultural Arts Foundation (SVCACF) mission is to provide financial support to the Simi Valley cultural Arts Center to implement exceptional programming today, tomorrow and for generations to come.

The Simi Valley Cultural Arts Foundation is proud to announce its inaugural event of the Simi Valley Showcase. For the past two years, performers have lost the ability for in- person performances. The Showcase will give Simi Valley artists of all ages and cultural backgrounds the opportunity to share their gifts on the Simi Valley Cultural Arts Center stage. The event will be open to public to enjoy the preforming arts, while having the opportunity to support local Simi Valley businesses through the purchase of food.

The Showcase will be a one-night event targeted for Fall of 2022. It will take place at Simi Valley Cultural Arts Center (pending CAC availability) and performers can choose between acting, dancing, or singing as a solo or group performance. Interested applicants must submit their audition piece to the Showcase website. A selected committee will review all applicants and decide who will perform the night of the event. The proceeds from ticket and food sales will go towards the Simi Valley Cultural Arts Center endowment to be a beacon for the arts within the Simi Valley Community.

2. The Simi Valley Cultural Arts Center Foundation will use the special event project grant funds to underwrite the Simi Valley Arts Showcase production costs. The funds will be going to a good cause in assisting in helping the bring the event to life through Marketing/Outreach, Food, Event video/photographer, Print materials and stipends for the artists that are chosen to perform. The Foundation will also be closely monitoring County and City guidelines as it relates to COVID-19 and take necessary precautions to protect the audience and performers.

• Marketing and outreach are critical to the show’s success. Artists must be reached through multiple avenues of media both print and online. Leading up to the show, our marketing team will place an advertisement in print outlets and radio stations to attract an audience to buy tickets for the Showcase. The more audience that is reached will raise the profile of the event and ultimately raise more funds for endowment.

• The Showcase event will also be partnering with local Simi Valley restaurants to provide food for the attendees of the event. Patrons of the event will be able to purchase food before and after the show.

• Photographer/Print materials- In capturing a night to celebrate the Simi Valley art community, the Foundation is looking to hire a videographer and photographer to capture memorable moments from the event. The print materials will be needed for the programs and all signage for the day of the event.

• Performers chosen by the committee to be in the Showcase will be awarded a small stipend for their time.

18 3. The Simi Valley Showcase will benefit the Simi Valley community in multiple ways.

First, the event will focus on local artists within Simi Valley to share their talent with their community. In addition to local artists, the Showcase will work with the Simi Valley Unified School District to attract arts programs to perform. Second, the Showcase will contract with local vendors within Simi Valley to keep the dollars local. Lastly, this event will create an inclusive event that the entire community can enjoy. Simi Valley is starved to have the performing arts be back a part of their life. The Showcase is a different type of event, where any person is welcome and can come enjoy a fun night and enjoy a diverse genre in the performing arts. The Center is the beacon for arts in the City and performing arts contribute to Simi Valley’s well-being. The Showcase will start a new tradition for community to gather together and celebrate their love for culture and expression of the arts.
