To the City Clerk,
I'm writing to request at least IO minutes to speak on Agenda item 4A(Second public hearing before the City Council on the redistricting process, to review submitted map and receive input from the public for the redrawing of election district boundaries, and the selection of a final map (Blanco/Hehir) ). This would be 5 minutes to overview each map I submitted since neither are on the staff report and I think it would be essential to speak to them and allow some time, potentially 5-10 minutes, for council members to ask questions to myself as well,
I understand time is tight, but it is important to ensure city council members have the necessary introduction and background on each map, as well as time for the map authors to discuss the intricacies and details of their districts.

Sometimes we're limited to 3 minutes and unfortunately that isn't enough time for me to describe two maps, and answer questions from the City council. See forwarded email below and attachments for the map information that was submitted.

Let me know if this can be accommodated and I plan to be there on the 20th for the city council meeting.

Thank you to all the city staff for your help and for your hard work for our city and community, --Waheed

Force Multiplier map
Background: A force multiplier is used in Military jargon to imply anything that significantly strengthens the user's ability to accomplish their mission. City Council members can be thought of, in their support of the city and community, as force multipliers.

They bringing their rich backgrounds to bear on the challenges a city encounters, and work hard to support our Simi residents.

Maps purpose: Given the size of Simi Valley and the many challenges ahead of it, Simi lacks the proper amount of force multipliers today, to meet the challenges of the future.

Many hands make light work and every city council member today is carrying more than their fair share of weight.

This map intends to support the rest of the council by creating a strong 5th district and better define the diverse communities in Simi Valley, by giving them representation and another force multiplier to tackle their challenges.

District l(Red) Texas Tract & Corriganville: This district is similar to today's district 1 and also includes the Corriganville community that drives the north/south length of Kuehner drive. These two communities are much more strongly linked in culture, socioeconomic background, and travel to and fro one another; yet they are divided in the current city council map. This district 1 best represents and includes these linked communities.

District 2(B1ue) Santa Susana: This also closely matches our current map and keeps together the community that live and work around the Simi railroad, known as the Santa Susana community. The heart of this community lives around Tapo Street and they rely on the local Walmart, Vons, and Smart and Final for their supplies, rarely straying outside these district lines. The Santa Susana district also happens to be where I personally grew up, where my parents' home stands, and where my father's business is located. Our family is a microcosm of how tightly knit this community is. This district also properly represents the large minority within that comprises 36.24% of all its residents.

District 3(Green) Our Diverse Downtown: Although Simi doesn't have an actual Downtown given our size, the closest thing we could point to would be the concentrated center heart of the city where a diverse array of our commerce takes place and our community comes together. Similar to District 2, a strong minority is represented comprising 38.73% of residents. In the current city map, district 3 breaks apart the Strathearn historical community into two, between districts 4 and 3, which ls very problematic, as it is the only historical site in the city. The Force Multiplier map properly defines and keeps together this distinct historical community.

District 4(Purple) Wood Ranch: Wood Ranch is one of the strongest and closest knit communities in Simi Valley and is similarly represented by the current district 4 map. The Force Multiplier map keeps this community together and matches closely with the current district lines.

Map Comments and Review
District 5( ) Strathearn Historica l Community: On May 19, 1978, Strathearn Historical Park was added to the National Register of Historic Places (NRHP) which is a federal register of places deemed wort hy of preservation. This is the oldest historical site in Simi Valley and th is commu nity is better represent ed in the Force Mult iplier map, as compared to the curr ent city map. See image below of the continuity of District 5 and the Strathearn commun ity. This commu nity also happens to have the largest minor ity community of all the districts at 39.18%. A minority group ing of this size, the largest in the city, should remain together given federal standards and is not possible with our current district map.

I ____ -.,)
Simi Valley repre sentation compared to Ventura County
Simi Valley has the 3•d worst representation in the county with a population of 126,356 residents and 5 city council members (including Mayor), given it a representat ion of 25,271 resident to 1 council member . What if Simi Valley were more similar to Ventura? Ventura has 110,763 residents and 7 City council members, giving it a repre sentatio n of 15,823 peopl e to 1 city council member . The city is very similar in size but because it has two additio nal city council members, they can act as strong force multipliers and help bring their stre ngths and background to bear together on the cities challenges. See an image of them and their districts below :

Map Comments and Review
Let's say we wanted to make Ventura more like Simi Valley and we removed th e i 11 District, what wou ld
Vent ura lose?
Currently District 7 is headed by Joe Schroeder, w ho is well respected enough by his colleagues to be appointed as deputy mayor. At the age of 35, Joe earned the title of CEO for Point Loma Federal Credit Union and recently retired as CEO of Vent ura County Credit Union, which is one on of the largest businesses in the entire county. I have never met Joe or heard of him previous to this redistricting effort, but I am impressed by the business experience and rich history he bri ngs to the Ventura City Council.

If District 7 were removed, and Ventura were to become more like Simi Valley, Joe Schroeder and all his rich business experience would be lost.

How many Joe Schroeders are we missing out on by not adding another district and an additional force multiplier for Simi Valley? Making this addition of another distri ct would change our representation to 21,059 residents to 1 city council member , a much more manageable and responsible representation level.

Given the above and the analytics provided, the Force Multiplier Map ensures Simi has the proper amount of Force Multipliers to overcome any challenge it faces in th e futur e. It means another city council membe r to help go to events, speak to city residents, and help solve our tough challenges.

No new office need be built, current offices can be shared between city councilmembers, and space already exists for 7 city council member seats in the chamber. (Force Multipl ier Map )

4 District Simi Map updated 2020 Census
If the City council does wish to maintai n the current 4 district setup, a second map was generated that is similar to the current city map.

The main difference between our cu rrent district lines and the one I generated is an attempt to maintain the independence of the Strathearn community in district 1, so as to not be fragmented in the current map, and secondly to maintain the Simi Valley downtown area under the green district 3.

My distr ict 3 is much more compact and follows the lines of freeway in a linear manner whic h continues into district 2.

The current map crosses the freeway in district 2 in an odd way, for a numb er of blocks, inte grating discontinuous communities; which federal law seems to recommend against(Yellow box). See below :

The 2020 census was significant and I thin k this second map makes the adjustments needed to match our community while keeping those communities that are one, together in the same district .

Re: Agenda Item No. 4A(A THIRD PUBLIC HEARING BEFORE THE

CITY COUNCIL ON THE REDISTRICTING PROCESS TO CONSIDER

ADOPTION OF A VOTING DISTRICT MAP AND INTRODUCTION OF
ORDINANCE NO. 1334).

Dear Members of the Council:

After reading the Staff Report, and viewing the Draft
Maps and data results, I still support the City's Current District Map! I commend everyone who participatedlll!l
I vehemently object to the statement on Page 3, second
paragraph, last sentence which states "At this hearing, there was no testimony(either in person or by Zoom),
submitted by members of the public" with regards to the December 20, 2021 Second Public Hearing(December 24, 2022 meeting Staff Report) 11111 All of the public testimony must be noted1Illl On December 16, 2021, I emailed my
comments, and forwarded my October 26, 2021 email to the "Redistricting Staff" for your December 20, 2021 meeting in support of the Current District Maplllll My 2 December 16, 2021 testimony emails must be noted in a Supplemental to correct Page 3 regarding the third type of testimonylllll Members of the Council, your constituents during your
meetings are told that "All comments submitted by email have already been provided to the City Council and will be made part of the record ••• "11111 Three prominent employees who worked on/signed the Staff Report did not list all the testimony, yet the December 20, 2022 Draft Minutes doll Ill Sincerely,
Teresa Jordan

Dear Redistricting Staff:

I support the existing City Council Districts' Approved Map. After watching last night's City Council Public
Hearing on the Housing Element Update, there is no
point to dmwing maps with "Community of Interest"
depictions, or putting preferences in words! What is
happening in Simi Valley is the loss of properties
allowing farm animals on the Valley Floor! One
speaker stated this is what makes Simi Valley
special! People moved into the Leeds Street and
surrounding areas whether they have animals or not
because they enjoy the environment! The same type
of Community oflnterest area is along Apricot Road!
These areas are rich with history which was one of the
/
points brought up during the first redistricting process! The City does not want the folks who have been around
for 30, 40, 50 or more years; they know too much!
Sustainability was brought up from the dais, but it is
already too late!
I hope Simi Valleyians in the West End get involved
in the redistricting process since the Community of
Interest areas are being wiped off the map!
Because I have been participating in Ventura County's
2021 Supervisorial Redistricting process, I will wait for the City of Simi Valley City Council Redistricting Draft Maps to be released! Thank you.

Sincerely,
Teresa Jordan

Dear Members of the Council:

After reading the December 15, 2021 Planning
Commission's staff report, watching the City
Planning Commission's December 15, 2021
public hearing on the Urgency Ordinance, and
reading your December 20, 2021 staff report,
as well as reading up on California law regarding
urgency ordinances, I am opposed to Agenda
Item No. 4C. The Planning Commission's
December 15, 2021 public hearing discussions
should have been included in your staff report,
not in a Supplemental Packet, for you and your
constituents to review the concerns expressed by
the Commissioners! Staff1s presentation on
Monday will not do justice to the information that
was disclosed during the December 15, 2021
Planning Commission public hearing on the item!
Please do not rush this through; a City Council
Special Meeting like the Planning Commission's
December 15, 2021 Special Meeting can still be
scheduled before the January 1, 2022 SB 9
effective date! Thank you.

ADOPTION OF AN INTERIM URGENCY ORDINANCE(BY A FOUR
FIFTHS VOTE) EXTENDING FOR UP TO AN ADDITIONAL 22
MONTHS AND 15 DAYS RULES AND REGULATIONS FOR

DEVELOPING TWO-UNIT RESIDENTIAL DEVELOPMENTS, AND

SUBDIVIDING SINGLE-FAMILY RESIDENTIAL PROPERTIES
IN RESPONSE TO STATE SENATE BILL 9, DECLARING THE

ORDINANCE IS EXEMPT FROM THE CALIFORIA ENVIRONMENTAL
QUALITY ACT).

Dear Members of the Council:

This letter is a follow-up to my earlier emailed
January 20, 2022 letter. I am opposed to Item No. 4B for the following additional reasons:
#1 - Page 10, The PLANNING COMMISSION PUBLIC HEARING
PROCEEDURE form for Z-S-2021-0008 is not public,
or Planning Commissioners' testimonylllll
#2 - Page 13, RES. NO. SVPC 14-2021 is not signed by:
* the Planning Commission Chairperson,
* the Assistant City Attorney,
* the Deputy Environmental Services Director/
City Planner, and
* the Recording Secretary!llll
#3 - Page 14, RES. NO. SVPC 14-2021, under ~I HEREBY
CERTIFY that the foregoing Resolution was duly
adopted by the Planning Commission of the City of
Simi Valley, California, at a regular meeting held
on December 15, 2021, by the following vote:n,
the names of the Commissioners are blank for the
AYES, NAYS, ABSTAIN, and ABSENT votes, and the
Recording Secretary's signature is blanklllll
#4 - Your December 20, 2021 public hearing Supplemental is not Planning Commissioners' testimony for their
December 15, 2021 public hearing meeting; it is
a staff swnmaryll!ll
#5 - Draft Interim Urgency Ordinance No. 1335 does not
include the word "INTERIM" in the titlel!lll
#6 - The Draft Interim Urgency Ordinance No. 1335 does
not mention the December 15, 2021 Planning
Commission meetinglllll
Members of the Council, Draft Interim Urgency Ordinance No. 1335 must not be approved by you until the Planning Commission approves the Minutes for the December 15, 2021 meeting!l!ll The next Planning Commission meeting is
scheduled for February 9, 20221 This Interim Urgency
Ordinance process does not extend the 45-day Urgency
Ordinance No. 1331 which expires on February 2, 2022! It is an entirely new Ordinancel!ll! I ask that you extend the existing Urgency Ordinance No. 1331, give the Planning Commission the opportunity to approve their December 15, 2021 meeting minutes, and then agendize a Draft Interim Urgency Ordinance, perhaps like the one that is in your December 24, 2022 staff report, but with a revised recital sectionlllll All legal documents must be signedlll!l
Sincerely,
Teresa Jordan
