CITY OF SIMI VALLEY

MEMORANDUM

February 28, 2022

TO: City Council

FROM: Office of the City Clerk

SUBJECT: DESIGNATION OF THE CITY’S VOTING DELEGATE AND ALTERNATE

AT THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS

REGIONAL CONFERENCE AND GENERAL ASSEMBLY MEETING

STAFF RECOMMENDATION

It is recommended that the City Council designate Mayor Mashburn as the City of Simi Valley’s voting delegate and designate Mayor Pro Tem Litster as the alternat e voting delegate to represent the City of Simi Valley at the 2022 Southern California Association of Governments (SCAG) Regional Conference and General Assembly meeting.

BACKGROUND AND OVERVIEW

The Southern California Association of Governments (SCAG) is the nation’s largest metropolitan planning organization, representing six counties and more than 18 million residents. SCAG undertakes a variety of planning and policy initiatives to encourage a more sustainable Southern California now and in the future. SCA G will hold its Annual Regional Conference and General Assembly meeting from Thursday, May 5, 2022 through Friday, May 6, 2022 in Palm Desert. The Regional Conference and General Assembly meeting is SCAG’s opportunity to bring together the agency’s entire membership. The Annual General Assembly meeting will take place on Thursday, May 5 at 11:00 a.m. It is during the General Assembly meeting that resolutions are adopted, setting the legislative platfor m for SCAG in the coming year. SCAG by-laws entitle each City to one vote on matters affecting municipal or SCAG policy, cast by a voting delegate or a lternate appointed by the City Council. SCAG policy states that the voting delegate and alternate(s) must be registered to attend the Annual Conference.

FINDINGS AND ALTERNATIVES

The Regional Conference and General Assembly is scheduled for Thursday, May 5, 2022 through Friday, May 6, 2022 at the JW Marriott Desert Springs Resort & Spa in Palm Desert. The General Assembly meeting will take place on Thursday, May 5 at 11:00 a.m. to consider and take final action on conference resolutions.

AGENDA ITEM NO.

Consent (4)

2 In order to vote at the General Assembly meeting, each city must designate a voting delegate. An alternate voting delegate may be selected in the event the designated voting delegate is unable to serve in that capacity. Delegates may only be elected officials.

Mayor Mashburn, Mayor Pro Tem Litster , and Council Member Judge will be in attendance at the Regional Conference and General Assembly. By seniority, staff recommends that Mayor Mashburn be the voting delegate. Council Member Judge currently serves as Commissioner on the Ventura County Transportation Commission (VCTC) and serves as VCTC’s appointee to the SCAG Regional Council. Based on SCAG by -laws, as a current appointee to the Regional Council from another agency , Council Member Judge is ineligible to serve as Simi Valley’s voting delegate. Therefore, in the event Mayor Mashburn is unable to participate, it is recommended that Mayor Pro Tem Litster participate as the alternate voting delegate.

The following alternatives are available to the City Council:

1. Designate Mayor Mashburn as the City of Simi Valley ’s voting delegate and designate Mayor Pro Tem Litster as the alternate voting delegate to represent the City of Simi Valley at the 20 22 Southern California Association of Governments Regional Conference and General Assembly meeting;

2. Provide staff with alternate direction.

Staff recommends Alternative No. 1.

SUGGESTED CITY COUNCIL MOTION

I move to de signate Mayor Mashburn as the City of Simi Valley’s voting delegate and designate Mayor Pro Tem Litster as the alternate voting delegate at the 2022 Southern California Association of Governments Regional Conference and General Assembly meeting.

SUMMARY
