CITY OF SIMI VALLEY

MEMORANDUM
March 14, 2022
TO: City Council

FROM: Department of Environmental Services

SUBJECT: SELECTION OF TWO CITY COUNCIL MEMBERS TO CONDUCT

COMMUNITY PROJECTS GRANT REVIEW COMMITTEE INTERVIEWS

STAFF RECOMMENDATION

It is recommended that the City Council select a subcommittee of two City Council Members to conduct interviews and nominate a Community at-Large member to the Community Projects Grant Review Committee.

BACKGROUND AND OVERVIEW

In May 2011, the City executed a Memorandum of Understanding (MOU) between the City and Waste Management related to the expansion of the Simi Valley Landfill and Recycling Center. The MOU provides annual funding of up to $150,000 for community projects and p rograms at the discretion of the City Council. The City Council established the Community Projects Grant program for the disbursement of funds. The Community Projects Grant Review Committee consists of one representative from each of the four Neighborhoo d Councils, one representative from the Council On Aging, one representative from the Yout h Council, and one Community at-Large member.

FINDINGS AND ALTERNATIVES

Staff initiated the recruitment for the Community at-Large position on March 2, 2022. The recruitment will conclude on March 15, 2022. Applicant interviews need to be scheduled for the week of March 21, 2022, in order to accommodate the review of grant applications, tentatively scheduled to begin in April 2022. The Neighborhood Councils, Council On Aging, and Youth Council will nominate representatives at their March meetings.

For previous program cycles, the recruitment process consisted of nominations for both members and alternates to serve on the Community Projects Grant Review Committee .

This year’s process will require representatives to disclose any affiliations with organizations that applied for funding during the selection process, in order to ensure there are no conflicts of interest prior to voting . This modification will eliminate the need for alternates to serve on the Committee.
