NOMINATE PROSPECTIVE NEIGHBORHOOD COUNCIL EXECUTIVE

STAFF RECOMMENDATION
It is recommended that the City Council select two subcommittees, each comprised of two City Council members, to interview and nominate prospective Neighborhood Council Executive Board members.
BACKGROUND AND OVERVIEW
Neighborhood Council Executive Board members are appointed to staggered two- year terms, with approximately one third of the seats expiring every eight months.
The next term of appointments is scheduled to commence on July 1, 2022 . A general recruitment effort to fill 20 positions was initiated on February 18, 2022, and concluded on March 11, 2022. A total of 65 applications for this recruitment were received for 20 vacancies.
Only those applicants who attend a mandatory orientation and participate in the interview process will be eligible for appointment to the Executive Boards. Two orientation opportunities were made available : Thursday, March 24, and Wednesday, March 30, 2022. Executive Board member appointments ar e tentatively scheduled for the City Council meeting on June 27, 2022.
FINDINGS AND ALTERNATIVES
In order to present names for nomination, the City Council will need to select two subcommittees, each comprised of two City Council members, to interview and nominate prospective Neighborhood Council Executive Board members.
If all applicants attend the orientation and request an interview, it is estimated that up to 8 hours will be needed by each subcommittee to conduct the 15 minute interviews. Staff will likely need to schedule the interviews over a multi-day period for each subcommittee.
The following table details the total number of vacancies and eligible applicants for each Neighborhood Council.

It is proposed that each City Council Member subcommittee will interview applicants for two Neighborhood Councils.
The following alternatives are available to the City Council:
1. Select two subcommittees, each comprised of two City Council members, to interview and nominate prospective Neighborhood Council Executive Board members to each Board; or
2. Provide staff with alternative direction.
Staff recommends Alternative No. 1.

SUMMARY
The next term of appointments for the Neighborhood Council Executive Boards is scheduled to commence on July 1, 2022. Therefore, staff is recommending that the City Council select two subcommittees, each comprised of two City Council members, to interview and nominate prospective Neighborhood Council Executive Board members to each Board.
