S
UBJECT: REINSTATEMENT AND AMENDMENT TO CONTRACT BETWEEN THE
CITY OF SIMI V ALLEY AND PARK CONSULTING GROUP, FOR LAND
MANAGEMENT SYSTEM IMPLEMENTATION ADVISORY SERVICES
STAFF RECOMMENDATION
I
t is recommended the City Council approve the attached reinstatement and amendment of contract with Park Consulting Group extending the term through December 31, 2024, and increasing the compensation by $100,000, for a total not to exceed amount of $399,999.
BACKGROUND AND OVERVIEW
O
n August 7, 2019, the Administrative Services Department contracted with Park Consulting Group (Park) for professional services to assist with the implementation of the EnerGov module of the Enterprise Resource Planning (ERP) Project. EnerGov is currently being used by Environmental Services, Public Works and Code Enforcement to track permits, plans , and perform inspections. Due to implementation challenges related to Tyler Technologies (ERP system) and the EnerGov software, database and screen configurations, and the need for advisory services to ensure the systems work together , the contract with Park has been amended five times to assist staff with the rollout of the EnerGov module. In November of 2021, the system was upgraded, and subsequently the City’s EnerGov steering committee identified a list of enhancements that will make the system easier to use, automate processes, and provide improved operational insights.
However, the agreement and accompanying amendments expired on December 31, 2021 while the City was in the midst of working towards its stated goals.
P
ark has provided invaluable assistance with permit configuration, designing and coding work flows, reports, and citizen self-service screens and the City requires their assistance to implement the goals set by the EnerGov steering committee. Staff is requesting that the contract be reinstated, effective retroactively to January 1, 2022, amending the term through December 31, 2024. An amendment of the not to exceed amount in the sum of $100,000 is also being requested so that the Consultant may assist with the final phase of implementation, and most recently identified upgrades and enhancements.

2 FINDINGS AND ALTERNATIVES
The City Council reviewed and approved a contract to purchase and implement a new Citywide ERP computer system in December 2015. Tyler Technologies (Munis) provides integrated information management solutions and services for the public sector with a focus on local governments in the United States. Many modules of the ERP have already been rolled out: core financials, accounts payable/receivable, utility billi ng, cashiering, project costing, parking tickets, and payroll. These modules will further support City staff in the delivery of government services and activities. The City also launched the planning and permitting EnerG ov system in February 2021. As there are still some final configurations to develop and/or refine, it is essential to reinstate and amend the Park contract by extending the term and increasing the not to exceed amount by $100,000, bringing the total amount of the contract to $ 399,999. This will ensure operational efficiencies and assist with the recently identified final upgrades.
The following alternatives are available to the City Council:
1. Reinstate and amend the contract with Park Consulting Group increasing the compensation by $100,000, for a total not to exceed amount of $399,999, through December 31, 2024, so that City may complete its stated goals with the EnerGov.
2. Provide staff with additional direction.
Staff recommends Alternative No. 1.
SUGGESTED CITY COUNCIL MOTION
I move to approve the reinstatement and amendment to the contract between the City of Simi Valley and Park Consulting Group, effective retroactively to January 1, 2022, through December 31, 2024, and increasing the compensation by $100,000, for a total not to exceed amount of $399,999.
SUMMARY
On August 7, 2019, the Administrative Services Department contracted with Park Consulting Group for professional services to assist with the implementation of the EnerGov module of the Enterprise Resource Planning (ERP) Project. The contract has since been amended five times which term ended on December 31, 2021. Staff is requesting that the contract be reinstated, effectively retroactive to January 1, 2022, and amended through December 31, 202 4. An amendment of the not to exceed amount in the sum of $100,000 is also being requested to assist City project management, specification creation for enhancements, configuration development, and report writing to further enhance EnerGov for this final stage of the process.
