To the Mayor and Councilmembers of the City of Simi Valley, While I would not normally be inclined to advocate for a project that is at a low suburban-level density of just over 11 units per acre, this project is notable as a Habitat for Humanity project intended for low income families that would otherwise be unable to afford the high cost of housing in Simi Valley. In that context, this is a great project to have on a property of slightly less than one acre located adjacent to your civic center complex, Rancho Tapo Community Park, and within reasonable walking distance to the shops and services around Tapo Canyon Road and Alamo Street. I urge the City Council to approve this General Plan Amendment Pre-Screening and to support this project as it moves forward.

Re: Agenda Item 5B(CONSIDERATION OF GENERAL PLAN AMENDMENT PRE-SCREENING OF GPPS-2022-0002(HABITAT FOR HUMANITY),

A REQUEST TO CHANGE THE GENERAL PLAN LAND USE DESIGNATION

FROM CIVIC CENTER TO MODERATE DENSITY RESIDENTIAL FOR A

0.885-ACRE PARCEL LOCATED AT 3802 AVENIDA SIMI).

Dear Members of the Council:

I am opposed to changing the land use designation from
Civic Center to moderate density residential.

#1 - “The purpose of” the Civic Center “designation is
to provide a suitable location for a wide variety
of governmental and public facilities in a campus
atmosphere”(Staff Report, Page 1)!!!!!

#2 - Even though a conceptual design was submitted,
no type of development is being requested with
the Pre-Screening(Staff Report, Page 1)!!!!!

#3 - The Pre-Screening application requires a density
bonus to build 10 residences(Page 1)!!!!!

#4 - “...while it is the applicant’s intent to build
single-family detached units, it is noted that
multi-family attached units could also be built with

this request and the conceptual proposal may be
revised in order to best comply with zoning regulations within the Residential Moderate Zoning designation
and State Density Bonus law”(Page 4)!!!!!

Sincerely,

Teresa Jordan

To the Mayor and Councilmembers of the City of Simi Valley, The housing situation in Southern California continues to be dire and continues to be amplified by the divergence between the skyrocketing increases in costs for both people paying a mortgage toward their homeownership and those who rent, and the very limited increases in real wages and earnings for most of the population. This proposal for a General Plan Amendment that will enable 65 townhouses to be built on a vacant school site is a good step, but could be improved upon if the developers of the project take advantage of the density bonus provided under AB 2345 and exchange their provision of either 15 percent very low income units (10 units), 24 percent of low income units (16 units), or 44 percent of moderate income units (for-sale only) (29 units) to allow for a project increase in total units of 50 percent, or approximately 98 units.

Housing is needed in every community in Southern California, but housing affordable to the workforce, families, and individuals that are otherwise locked out by the high cost of housing is what is most needed. This kind of arrangement will enable a developer to profit off of a project at this location while also providing some amount of affordable housing units to help Simi Valley meet this need.

Please approve this General Plan Amendment Pre-Screening, ask the applicant to take advantage of AB 2345 and develop a project that includes affordable units mixed with the market rate units that are planned, and please support this project going forward.

Thank you,
Jackson Piper

APPENDIX B
28 April 19, 2022
To: City of Simi Valley City Council Members
From: David Baum & Robin Genchel
RE: Rezoning the Phoenix School
Our family has owned the property at 1761 Oak Road for decades. We are the second-generation owners and we have seen the neighborhood change a lot over this time. We understand California has a housing crisis and we believe redeveloping the Phoenix School should help ease this crisis if only locally. We support the developer's change of zoning request and hope they develop a high- quality residential project that will benefit everyone in the area.

As you know, our land was upzoned in the recent Housing Element update. The zoning was changed from Medium Residential to Moderate Residential. We believe this was the right change for the area but found it odd that the properties at 1801 and 1807 Oak Road remained Medium Residential. We encourage the council to upzone those properties to Moderate Residential or something more compatible which changing the zoning at the Phoenix School.

Thank you in advance for the consideration.

Best Regards

RE: Phoenix School Rezoning
To Whom It May Concern,
We are writing today to express our support of the Phoenix School upzoning and redevelopment. We are long term property owners and investors in Simi Valley.

In addition to other properties, we have owned an investment property at 1801 Oak Road since 2013. As real estate investors, we understand the importance of land use policies and often invest in areas we expect to change over time.

As you may recall, several years ago, we secured approvals to develop two additional units on our property. We ultimately elected not to buildout that design and we are thankful we didn't. Now, the redevelopment of the Phoenix School and a more comprehensive plan to redevelop other parcels along Oak Road creates a much better opportunity for our property, the city and future residents.

As you evaluate the Phoenix School project, please consider changing the density of our property (and the property at 1807 Oak Road) at the same time. These two properties probably should have been rezoned when the city updated its Housing Element and upzoned the land at 1761 Oak Road to Moderate Residential.

Rezoning our property to Moderate Residential (or something higher) should result is a more holistic land plan that is more compatible which what could be developed on the Phoenix School.

We appreciate the opportunity to share our thoughts on this important land use change and hope you all take our request under consideration.

Sincerely,
