We stakeholders in this area and I’m having great difficulty understanding why the developers need more time. While they are requesting the extension we the homeowners/stakeholders are left to deal with the debris, the weeds, and the lack of service or attention to the vacant lot, the fencing that looks like a prison and KB seems to have no responsibility to the homeowners/stakeholders. I’ve sent numerous letters, pictures and no response
I’ve sent letters to both KB & the HOA regarding the conditions and we were also concerned about losing our insurance due to the weeds that were over 4ft tall causing more insects, possible fire hazard and the unsightly appearance to this vacant lot on Palm between Sequoia and White Bark Lane.
If a home owner were to do what the developer in doing we would be sited and fined. There are standards that we as homeowners are responsible for which is for the good of the whole community along with the appearance and safety for all of living in this area. Why then is KB allowed to irresponsible for these types of conditions.
After numerous letters, sending pictures and contacting the Fire Department, The City of Simi Valley (which I have had no response) it is troubling that we are expected to believe that the developer will continue to keep up their part of the responsibility that is due all the homeowners.
Finally, this past week they addressed the potential fire hazard of dead weeds butting up to our fence (property)after two years and flying insects that were invading all of us out in our back yards. The workers spent several days cutting back all the weeds on the vacant lot and on the walkways on Palm. The weeds were overtaking the sidewalks and it is also troubling that no-one was taking a look at these conditions . Why does it take several years to address this instead of doing this on a regular scheduled basis. I for one do not trust the developer and I will attend this meeting and have my voice heard. It seems like the big guy or the developer always find a loop hole while the rest of us behave according to the law and the requires of the community.

Naren and Sean,
I am sending you a copy of what I have already emailed to the Mayor and City Council Members.
Two of us have reached out multiple times in an attempt to meet with the council members with no responses. (and I realize they have busy schedules), but it’s unfortunate we have missed our opportunity to present our case and challenges as the builder has.
Email to Mayor and Council Members:
First let me begin by saying Thank you for all you do and have done for our community. Unfortunately, it seems as if we were unable to connect, so I’ve decided to write.
I would like you to please consider the following information regarding the requested 5 year extension by KB Homes.
1. Development Project/Runkle Canyon LLC
*2004 Original Approval with validity for 10 years
*2012 (five year extension) first amendment
*2016 (three year extension), second amendment *2019 (three year extension)third amendment
** 2022 Requesting a fourth extension of 5 years
2. Loss of Revenue
* HOA dues 1 month $ 46,210.50
1 year $ 554,526.00
3 years $1,663,578.00
* KB has not and does not contribute to the
HOA dues on these 163 units
(Based on 163 homes @ $283.50)
* Security Patrol (8hrs a day) $ 38,000 a year
(Never in original DRE budget, streets are
considered private and owned by KB)
* City of Simi - 1% of property tax revenue
1 year $ 13,312.50
** KB pays $296,702.32 in property taxes per year on the Senior Center and 25 Estate lots to Ventura County.
3 2
Which the City receives 1% = $ 2,967
** The city has lost a minimum of
$10,345.50/yr. $31,036.50/3 years
(All above #’s are Based on 138 @ $500,00 and
25 estate lots @ $1.5 million)
* Ventura County is also loosing higher tax
revenue
3. 2019 Extension Presentation
* KB claimed they needed 3 yr extension to
complete the remaining 74 homes and
Senior Center
* KB continues to state unfavorable conditions to
build, market, supplies (since 1st extension)
* Misled council that Senior Center was a joint
venture with Lennar
* Joint venture was only on the 298 single family
homes (Lennar has been gone at least
2 years)
* All components for the Senior Center are in
place they just need vertical construction
4. Planning, Council & City Comments in 2019
Extension Request
* Planning “ would have a hard time granting
another extension in the future”
* Jennifer Santos “ A three year extension is
standard “
* Council Member Cavanaugh, asked time frame
on Senior Center, Jennifer Santos
“confident KB would complete in 3 years”
* Mayor Mashburn ~ “The Senior component
is very important to us, I’d like to see it
in less than 3 years”
5. General Information
* KB claims Covid and supply chain interfered
with completion
* KB continued to sell and build 74 homes
in those 3 years. Majority (approx. 40)
Sold for over 1 million dollars.
* KB wasted 2/3 years with plans to change the
Senior Center & Estate lots
* Senior Center age is 55 years not 62
* KB has held up the Senior housing component
for 7 years, but originally presented before
Planning Commission in 2012 w/ promises *Increased Crime is evident during construction * Residents quality of life in our community is
greatly affected
