Dear Mr. Mayor, City Council, City Manager and staff:

My name is Rocky Rhodes and I've been a resident of Simi Valley for 12 years.

I am writing today to ask you to accept the recommendation of the planning commission for three-year extension on the Runkle Canyon project. I understand that it is unlikely that all of the units will be finalized and built in that timeframe, but an additional extension can be authorized at a time in the future near the three-year mark.

My concern for the project is that the developer has had ample opportunity to break ground, sell properties, and complete the project. Instead of doing so however they sought to maximize profits by delaying building and attempting to sell the 1 acre parcels as a complete single unit.

Nothing in the five-year extension would keep them for delaying another five years, waiting for a different city council, and then asking for an extension again or a change in the development agreement.

I don't know for sure, but I believe that City Of Simi Valley and KB homes has had a very good relationship of development over the years. It would appear that they are testing the good will of the city by not following through on the development agreed, in the timeframe agreed to. I think the city is showing good will by extending the timeframe, but should trust but verify that KB homes will show the same good will.

With that being noted, I think 3 years 'trust' with a way to verify and get the results needed is appropriate.

Thank you for taking the time to consider this.

Rocky Rhodes
