STAFF RECOMMENDATION

It is recommended that the City Council accept a $ 10,000 grant award fr om the 2020 Homeland Security Grant Program (HSGP), approve the use of the grant to purchase supplies and equipment for the City’s Disaster Service Worker (DSW) Team, and approve a Supplemental Budget Request for Fund 287 to create a budget for the grant award.

BACKGROUND AND OVERVIEW

The City has been awarded a Homeland Security Grant from the Department of Homeland Security totaling $10,000 to purchase equipment for the City’s Disaster Service Worker Team . The HSGP grant is initially allocated to the California Governor’s Office of Emergency Services (State OES). State OES then distributes the funds to counties according to a population formula. The Ventura County Office of Emergency Services (VCOES) receives and administers the allocation, sub-granting awards to worthy projects through the multi-agency Approving Body.

Staff has utilized HSGP grants to increase the City’s capacity to prepare for, respond to, and recover from disasters. The grants are full reimbursement awards that do not require a City match.

The City Council adopted a resolution on March 21, 2022, naming the City Manager and Assistant City Manager as the authorized agents to execute agreements, assurances and reimbursement claims for State Office of Emergency Services sub- grants. The County grant administrator has been provided with the names of current title holders, as required.

Staff utilized a long -term strategic approach to pursue this grant award. The main goal with this grant is to increase the City’s disaster response capacity through the DSW Program. If approved, staff will acquire supplies and equipment used by the DSW Team to deploy and operate the City’s Disaster Logistics Trailer.
